Johnson wanted to detail for the record the. changes from the first <br />proposal to the one before the Commission. The reason for the <br />difference is that the original one was a draft by Brown and himself, <br />that proposal was sent to the Champlin Council for a consensus. <br />Changes were made and Johnson sent the revisions to O'Connell for <br />his review and suggestions. The final copy was drafted by Brown. <br />Johnson wanted to let the Commission know that the arrangement is <br />an experiment to improve government programming. He further <br />recommended a review process be undertaken 'at the end of the year. <br /> <br />Votk added that she talked the proposal over with Andover's City <br />Administrator and that he thought it had certain merits, but wanted to <br />see how things worked in Champlin first. <br /> <br />Jacobson expressed a few concerns. One being who was gong to pay the <br />taxes for the Champlin AP. O'Connell responded by saying that all <br />wage concerns would be Champlin's responsibility, including taxes. <br /> <br />Another issue of concern for him was about the $10,00 that was going <br />to be directly given to Champlin. He stated that Champlin will actually <br />receive the money and that the other cities won't. If say Anoka doesn't <br />use their allotted amount by the end of the year, does the balance carry <br />over into the next year? The result of the discussions that followed <br />was that any surpIus funds in the category per city would be carried <br />over into the next year. Cities will remain equal in the equipment <br />expenditures. <br /> <br />Motion made by Johnson, seconded by Schroeder TO APPROVE <br />CHAMPLIN'S AP PROPOSAL PENDING A LEGAL OPINION FROM <br />QUAD CITIES' ATTORNEY THAT IT IS WITH-IN THE BYLAWS. <br /> <br />7 ayes - 0 nays. Motion denied. <br /> <br />The second Committee item was a report requested by O'Connell <br />comparing QCTV's full-time positions with like positions in the <br />surrounding cable communities. The report compared overall wages <br />and benefits. Schroeder reported that the Co.m. mittee asked for a <br />different matrix be prepared to show a more comprehensive <br />compensation package. Schroeder volunteered to work with <br />O'ConneI1 to prepare another matrix. <br /> <br />Motion made by Schroeder, seconded by Peterson, TO TABLE <br />DISCUSSION UNTIL MORE INFORMATION CAN BE OBTAINED. <br /> <br />7 ayes - 0 nays.
