I
I
I
I
I

construction (planned for the spring of 1996) because of the powerline location, the
powerline will be relocated. The cost/'or the relocation of'the powerline defined as
the "jog" wilI be paid by the City of Anoka. If at that time it is mutually agreed to by
the City of Anoka, City of Ramsey, and AEC that the line should more appropriately
be relocated in some other manner due to problems with development that become
apparent at some point in the future when specific users are identified, the costs of the
line reloca~tion that will be paid for by the City of Anoka will be equivalent to the cost
of the "jog" currently being discussed.

AEC and the dty staffbelieve that the agreemem outlined above is a "reasonable person"
approach for ~I parties to mediating this part of'the powerline routing issue. IfAEC's
Board approves the agreement outline above, the terms will be specifically reduced and
attached to the easement agreements for this project.

Finally other issues regarding the trs~.~mlssion line routing, the new substation, and who
pays for what are yet to be resolved. The Board will continue to receive staff updates on
a re~_~!ar basis as the project issues are resolved.

RECOM1V~NDATION:

The Administrative Committee recommends that AEC's Board approve the agreement as
outlined concerning the transmission line routing along the east side of the AEC Energy
Park, and the~terms of the possible relocation of the transmission line in the future.
