MEMO <br /> <br />January 10, 1996 <br /> <br />TO: <br /> <br />Board of Directors <br /> <br />FROM: <br /> <br />Administrative Committee <br /> By: Derald Ewing, Chair <br /> <br />City of Anoka proposed transmission line placement along the east <br />property line ofthe AEC Energy Park, R~msey, MN, <br /> <br />Thc proposed route ofthe City of Anoka transmission line may present a barrier to the <br />joint development of two separate pieces of property at the east entrance of the AEC <br />Energy Park. The properties are owned by the City of Kamsey and AEC (see attached <br />map). This concern is a result of optimizing the design and location of the transmission <br />line fi.om an enginexaSng stand point, while possibly suboptim;Mng the ability to develop <br />the property. The City of Rarnsey and AEC staffbelieve that the ability to optimize the <br />deveIopment of the property has more benefit in the Iong term than optimizing the <br />transmission line placeznent to save costs. <br /> <br />AEC staff'has negotiated an agreement between the City of Anoka, City of Ramsey, and <br />AEC concerning the muting and future development of the affected properties. This <br />proposed agreement is as follows (a record of the negotiation and proposed agreemerrt are <br />outline in the attached report from Gary Stout, City of Anoka Negotiation and <br />Development Consultant.): <br /> <br />· The Power Line will be put in on the currently proposed alignment. <br /> <br />The City of Azmka has provided, and will continue to provide general marketing <br />assistance to the AEC Energy Park and to the Ramsey Industrial development effort, <br />and the three parties agree to jointly market these two specific parcels, emphasizing <br />their potential scenic amenities. <br /> <br />The co~t of any wetland remediation and obtaining necessary approvals for wetland <br />remediation as a result ora proposed development will remain the responsibility of the <br />City of Ramsey and AEC. <br /> <br />· In the event that there is a problem with development, and no suitable development <br /> can be initiated on the sites or combined site within three years of the powexline <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
