The plat consists of approximately 22 acres proposed to be platted into 40 single family <br />urban residential lots and one 8.75 acre outlet reserved for furore commercial development. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />f) <br />g) <br /> <br />Site location map <br />Preliminary plat and drainage plan dated January 19, 1996 <br />Planning Commi.qsion public hearing minutes dated December 5, 1995 <br />Letter from Mn/DOT dated January 4, 1996 <br />Letter dated January 25, 1996 from City Engineer to residents impacted by the <br />proposed extension of municipal services <br />Letter from A1 Kempf dated January 29, 1996 <br />City Staff review letter dated January 30, 1996 <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the <br />subject property. Property owners within 500 feet of the subject property were notified of the <br />December 5 public hearing. Subsequent to the public hearing, a separate letter from the City <br />Engineer was sent to residents impacted by the extension of municipal services to the plat. The <br />City Engineer also has met with three of the neighbors to the south who will be impacted by the <br />extension of sewer and water service to the subdivision. <br /> <br />Observations: <br /> <br />A majority of the property is zoned B-1 Business except for a small portion along the south plat <br />boundary which is zoned R-1 Urban Residential. The developer has made proper application to <br />rezone some of the property to R- 1 Urban Residential. <br /> <br />All lots meet the minimum area requirements and minimum width requirements are met either at the <br />street frontage or building setback line. The plat w/il receive access from 153rd Avenue N.W. and <br />all lots will receive access from interior streets. The plat provides for the platting of 152nd Avenue <br />N.W. to the west boundary to provide future .access to City-owned property. The City is <br />requesting an additional 27 feet of right-of-way along T.H. g47; the preliminary plat proposes to <br />dedicate 17 feet. The developer has requested that if there is to be a transportation impact fee, that <br />the value of the additional 10 feet of right-of-way be credited twoards any transportation impact fee <br />due. <br /> <br />The drainage plan collects storm runoff generated within the plat and conveys it southward along <br />the west side of T.H. #47 and discharges it into Wetland #658 located south of 149th Lane. An <br />outlet for this wetland and Wetland #657 are proposed for construction in 1996. Only ten <br />backyards south of 152nd Avenue and west of Germanium Street will runoff the plat site, <br />however, the volume of that runoff will be a decrease from the existing conditions due to a <br />reduction in the drainage area. <br /> <br /> <br />
