Several alternatives are available for the extension of utilities to the Brandseth plat. The alternative
suggested by Staff as having the greatest benefit involved extending the utilities up the west
frontage road. Initially, Mr. A1 Kempf expressed concern with this pm. posal due to the impact this
would cause to his property and his neighbors. The Planning Commission recommended careful
consideration be given to these residents in selecting a corridor for the utility extension. A meeting
was held with Mr. Kempf and two of his neighbors on Thursday, February 8. Mr. Kempf
indicated that he learned his neighbors south of 142nd Avenue were supportive of obtaining sewer
and water. Mr. Kempf indicated that he did not wish to inteffc're with the extension, but did want
to minimize any impacts to his property. Mr. Kempf and two of his immediate neighbors
proposed an alternative utility extension corridor north of I42nd Avenue which would nm along
the rear property lines rather than the fronts of their property. This alternative not only appears to
be acceptable, but is likely to be less costly and provides greater benefits.

The Park Commission met in September and confi, rmed in November that park dedication shall
consist of a cash payment.

The developer is also required to construct a pedestrian trail parallel to 153rd Avenue N.W. from
T.H. ~47 to C.S.A.H. #5. Mr. Edmundson would be reimbursed, at a rate to be established by
the City, per lineal foot of trail construction from the west boundary of the plat to C.S.A.H. #5.

Recommendation:

The Planning Commission and City Staff recommend preliminary plat approval contingent upon
compliance with the City Staff Review Letter dated January 30, I996.

Council Action:

Motion to:
Grant preliminary plat approval to the Brandseth plan dated January 19, 1996, contingent
upon compliance with the January 30, 1996 City Staff Review Letter.

Review Checklist:

CC:

City Engine.~r
Parks & Utilities Supervisor

2/13/96

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
