CASe <br /> <br />POLICE TOWING CONTRACT FOR 1996 - 1997 <br /> By: Police Chief Mike Auspos <br /> <br />Background: <br /> <br />Prior to the end of 1995, bid solicitations were sent out to five trade area towing f'u'ms; three of the <br />gms responded (Lund's Towing, Duane's Towing and North Star Towing). The request was for <br />sealed bids. All three were found to be defective, in that information required was missing from <br />each. A re-bid was requested and forms sent out to the three original applicants. Also, each was <br />called to explain the deficiency particular to their bid. The new bids were opened and tallied on <br />January 23, 1996. <br /> <br />Observations: <br /> <br />The three bidders submitted figures for each area of service required by the job description sent to <br />them. All three had some areas in which one was higher than the other. Overall, Duane's Towing, <br />the present contract holder, offers the most acceptable bid based not only on the current figures but <br />also on past performance of his contract. We have had no complaints from the public concerning <br />charges levied for tows and the officers are Well satisfied with his performance. In the case of <br />Lund's Towing, one of the bidders questioned if this firm met the maximum distance (ten miles) <br />from the center point of Ramsey and, upon measuring the distance to their tow offices and lot, they <br />are in fact just over 10 miles. The job description specifically sets a maximum of ten miles from <br />the approximate center point of the City. It should be pointed out to the Council that this contract <br />does not involve charges to the City but, rather, sets out standards of performance and limitations <br />of charges to vehicle owners as a result of police initiated tows. In applicable situations, frequently <br />accidents, if a vehicle drive/owner requests another towing agency, the officers will contact that <br />agency unless safety and time are considerations. <br /> <br />The contract to be entered into now contains language which allows the City to renew it with the <br />consent of both pm'ties, if such action is taken 30 days prior to the expiration date of this contract. <br /> <br />Council Action: <br /> <br />Motion to approve a two-year towing contract with Duane's Towing. <br /> <br />- or - <br /> <br />Motion to approve a two-year towing contract with <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />Police Chief <br />City Administrator <br /> <br />City Attorney <br /> <br />CC: 02/13/96 <br /> <br />/jmt <br /> <br /> <br />
