I
!

CASE

By:

POLICE FACILITY UPDATE
Ryan R. Schroeder, City Administrator

Background:

In January, Council was informed that 12 finns had responded to our request for
qualifications for the Police office construction project. Staff is proposing that six of these
firms be invited back for the bidding stage. To arrive at this short list of bidders, the
following were examined:

1. general reputation
2. capacity for firm personnel to complete the project
3. pr~vmus experience with design/build and similar projects
4. innovation and creative problem solving
5. special knowledge
6. project approach
7. key personnel committed to the project
8. demonstration of importance of the project
9. location of the contractor relative to the site

The recommended firms to proceed to the next stage are:
a. Belair Builders
b. Bet Son Construction
c. Kraus Anderson Construction
d. Roehon Construction
e. Sharp and Associates
f. Welsh Companies

This list of contractors should allow the City to receive quality bids on this project from a
list of firms of' various sizes and construction approaches. We believe the other interested
fuxns are capable contractors, making this recommendation very difficult.

Upon Council authorization we would propose to request bids off the materials prepared to
date subject to recommendations gained from a pre-bid conference which will be held
within two weeks. The project budget currently lays out as follows:

General Conditions:
Permits and Fees $ 5,200*
Construction Testing 4,000
Job Site Overhead 28,875
Subtotal $ 38,075

Site Work $ 60,000

Building Shell
Foundation and StrUcture $119,400
Building Enclosure 74,485
Moisture Protection 21,355
Finishes 96,640
Plumbing 21,550
Fire Protection 10,845
HVAC & Temp. Control 32,295
Electrical 59,570
Subtotal 436,140
Insurance and Bonds
Builders Risk $ 500
General Liability 2,605
Performance and Payment Bonds 6,680
Subtotal $ 9,785
