Upon recommendation of the charter commis- <br />~ thc city council may enac! a charter amendment by ordinance. Such an ordinance, <br />if r~aCtefl0 shall bc adopled by the council by an al~irmative vote of ail its members after <br />I ~blic hearing upon two weeks' published notice containing thc text o£the proposed <br />In~cnflmcnt and shall be approved by the mayor and publishcd ~s da thc case o£othcr <br />,ediaances. An ordinance amending a city charter shall not become effective until 90 <br />trr~ after passage a~d publication or at such later date as is fixed in the ordinance. <br />~ftthln 60 day~ after p~ssage and publication of such an ordinance, a petition request- <br /> ing a referendum on the ordinance may be £1cd with the city clerk. Such petition sha~ <br /> be signed by qual'i~cd voters cqu~l in number to two percent of' the total number of <br /> votes cast inshc city at the last state general election or 2,000, whichever is less. If thc <br /> city has a system of permanent registration of voters; only registered voters are eligible <br /> to sign the petition. If the requisite petition is ~led within the prescribed period, the <br /> ordinance shall not become effective until it is approved by the voters as in thc case <br /> of charter arncndmcnts submitted by the charter commission, thc council, or by peti- <br /> tion of the voters, except that the council may submit the ordinance at any general or <br /> sp~ial election held at.least 60 days after submission of the petition, or it may recon. <br /> sider its action in adopting thc ordinance.
