'1
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

January 11, 1996
Mr. Steve Jankowski
Page Two

luminaires at the mainline signal poles, international pedestrian
indications, loop detection within non-metallic conduit, mast arm
and pole signing, and appropriate pavement markings. An advanced
warning flasher shall be installed for the eastbound traffic on
T.H.10. The signal system shall employ a preemption system for the
railroad crossing which will clear the railroad tracks prior to a
train crossing. The enalosed preliminary plans are for your
review/comment.

The Department intends to provide a pedestrian crossing for the
east leg oflthe intersection (crossing T.H.iO) with all appropriate
signing and pavement markings. The signal shall be designed such
that pedestrian crossings required in the future can be added as
appropriate. Please indiaate if there are any ~oncerns regarding
the planned pedestrian crossing.

For your information, as part of the standard construction of the
new signal system, the Department will install conductors to the
signal poles for the operation of an emergency vehicle preemption
(EVP) system. If the City of Ramsey requests the complete
installation of the EVP system, the cabinet components, mast arm
detectors and confirmatory lights shall be added to create a
complete operating system for emergency vehicles' use. If
installed, the Department will participate in the cost and will
provide major maintenance for the system. Anoka County shall not
participate in the installation costs of an EVP system, therefore
the costs would be divided between the Department and the city, as
shown on the attached chart. Please respond whether the City of
Ramsey is interested in the installation of this system at this
time.

In accordance with the Department's policy on advanced warning
flashers and beacons, the revision to the signal system at T.H.10
and C.R.56 (Ramsey Blvd.) involves removing the inplace beacons for
both eastbound and westbound T.H.10. As part of the revision to
the signal system, an EVP system can be added to the system. The
Department shall again participate in the cost of the EVP system.
The cost participation is presented on the attached chart. Please
respond whether the City of Ramsey is interested in the
installation of this system at this time.

An option also exists to install light emitting diodes (LED's) for
the red indications for the signal systems. While initial
construction cost is slightly higher than the incandescent
indications currently used, the monthly power costs are drastically
lower (150 Watt reduced to less than 25 Watt) and the relamping
responsibilities decrease. (The Department shall assume the
relamping responsibilities for the first ,s~ years of operation.)
