January 11, 1996 <br />Mr. Steve Jankowski <br />Page Three <br /> <br />In addition, the LED indication may be a safety improvement since <br />the indication should not fail all at once (burned out bulb) but <br />should fail in portions only (groups of LED's would fail) - the <br />driver or pedestrian would still see most of the indication. <br />Please indicate if the City of Ramsey would approve using LED <br />indications with the new signal systems. <br /> <br />SIGNAL SYSTEM AGREEMENT <br /> <br />Current Department of Transportation policy determines the cost <br />participation, operation and maintenance responsibilities outlined <br />below. Prior to awarding a contract for the project, a signal <br />system cost, operation and maintenance agreement must be executed <br />between the State, Anoka County, and the City of Ramsey. <br /> <br />Cost Participation <br /> <br />Based on the percentage of legs controlled by each roadway <br />authority, the city of Ramsey would have a cost share of <br />approximately $10,000 for the signal and interconnect systems' <br />construction. This and additional information is shown on the <br />attached chart. <br /> <br />If the City of Ramsey is eligible and intends to use state aid <br />funds towards the city's cost responsibilities, please request the <br />state aid project number at this time, and provide me with that <br />number as soon as possible. In addition, please identify the <br />contact person for plan approval. <br /> <br />For your information, the Department has a project programmed for <br />this summer which shall interconnect signals systems along T.H.10 <br />from C.R.56 (Ramsey Blvd. NW) to the east. Since the <br />interconnection cost participation attributable to both Anoka <br />County and the city of Ramsey is less than $3,000, the Department <br />intends to assume all cost responsibilities. <br /> <br />Maintenance Responsibilities <br /> <br />As presented in the enclosed handout and in conformance with Anoka <br />County policy, the city of Ramsey would be responsible for the <br />minor maintenance of both signal systems and the power costs <br />associated with those systems. <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />! <br />I <br /> <br />The Department of Transportation will operate both signal systems <br />and will perform the major maintenance functions including the <br />maintenance of an emergency vehicle preemption systems (EVP). <br /> <br /> <br />
