I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE #: <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF PONDVIEW; <br />CASE OF GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />John Pcterson of Good Value Homes is requesting preliminary plat approval of Pondview. The <br />property is located in the northeast corner of the intersection of Industry Avenue and Ramsey Blvd. <br />(C.S.A.H. #56). The plat consists of about 85 acres proposed to be subdivided into <br />approximately 149 single family lots. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />0 <br /> <br />Site location map <br />Proposed preliminary plat, revision date 1/23/96 <br />Letter dated November 20, 1995 from Anoka County Highway Department <br />Letter dated December 29, 1995 from DNR <br />City Staff review letter dated January 8, 1996 <br />Planning Commission public hearing and regular meefig minutes dated January 20, <br />1996. <br /> <br />Notification: <br /> <br />State statute requires notification of the preliminary plat public hearing to property owners within <br />350 feet of the subject property. Staff notified properties within 400 feet of the subject property of <br />the public hearing conducted by the Planning Commission. The Developer also held an <br />informational meeting on December 27, 1995 for the benefit of the neighboring property owners to <br />the north. <br /> <br />Observations: <br /> <br />The subject property is zoned Industrial and a rezoning to R-1 Urban Residential has been properly <br />applied for. <br /> <br />The lots bordering Wetland #2-118 are under shoreland regulations and considered riparian. As <br />such, they are required to be 15,000 square feet in area and that minimum must be calculated above <br />the ordinary high water level. The preliminary plat dated 1/23/96 reflects that the riparian lots do <br />meet the shorelar~d requirements. All other lots are considered non-riparian and as such, are <br />required to meet the standard urban minimum area of 10,800 square feet. All non-riparian lots are <br />in compliance. <br /> <br />The plat has two accesses onto Industry Avenue and one onto Ramsey Blvd., the locations of <br />which received preliminary approval from the Anoka County Highway Department. The <br />preliminary plat has been forwarded to Anoka County for final approval of the access locations. <br />The Planning Commission recommends that the developer be required to install left mm, right mm <br />and by pass lanes at the access onto C.S.A.H. #56. If turn lanes are required, the developer has <br />requested that the associated cost be ciedited against any transportation impact fee that would be <br />assessed. The Council would need to decide whether this improvement would take priority over <br />other needs the transportation impact fee may need to finance. The County has not requested turn <br />lanes and staff feels future intersection signalization would take a higher priority than mm lanes. <br /> <br /> <br />
