None of the lots will have direct access onto County roads. One of the five cul-de-sacs exceeds the <br />600 foot maximum length restrict/on, however, it is the only reasonable way to get access to <br />developable high ground on the north side of the wetland. The developer has complied with the <br />Planning Commission's recommendation to provide any additional right-of-way deemed necessary <br />for 149th Avenue N.W. in Peltzer Addition to the north; the existing right of way is 33 feet wide. <br /> <br />A Grading and Drainage Plan and a Tree Preservation Plan have been submitted and are generally <br />acceptable. <br /> <br />Park dedication will consist of trail link between Lot 9, Block 1 and Lot 1, Block 2 to connect <br />148th Avenue with 149th Avenue, and trail corridor along the east plat line to connect C.S.A.H. <br />#116 with Garnet Street and the park in Peltzer Addition to the north. To provide for sufficient <br />high ground for this trail on the east plat line, it is necessary for the trail to briefly meander onto <br />Waste Management's tn'operty to the east, In the event this is not possible, an alternate in-plat link <br />between Lots 35 and 36 of Block 3 is proposed to provide for an uninterrupted north/south trail. A <br />southeasterly extension off of the 145th Avenue cul-de-sac is also proposed to allow pedestrians <br />the opportunity to follow 145th Avenue east to the trail rather than travelling south down Hematite <br />Street and southeast along #116 to go north on the trail. This southeasterly trail extension off of <br />145th is shown as a park and utility easement. It should be designated as Park because the City <br />can put drainage and utility improvements in a park but it cannot put a park in a drainage and utility <br />easement. If the need for the northeast trail extension off of 145th is not resolved by the time the <br />plat is recorded, it should be designated as an outlot for possible future conveyance back to Lot 35. <br /> <br />The Developer is also being required to install pedestrian paths from Hematite Street southeast to <br />the plat boundary and along County Road #56. The cost of installation of the path past the <br />'exception' on C.S.A.H. #56 will be eligible for reimbursement from the City. <br /> <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />It has been the City's policy to require that wetlands be designated on the plat as drainage and <br />utility easements. The final plat should dedicate all area inside the ordinary high water mark as <br />drainage and utility easement, The entire area east of the ordinary high water mark in the northeast <br />comer of the plat should be designated as park. The balance of park dedication would be satisfied <br />with a cash payment. <br /> <br />Recommendation: <br /> <br />The Planning Commission recommends approval of the preliminary plat contingent upon <br />compliance with certain contingencies described in the sample motion below.
