We are also in receipt of a <br />Preliminary Utility Plan, Final Grading Plan and a Tree Preservation Plan, all prepared by Passe <br />Engineering, Inc., and dated December 15, 1995. We offer the following comments: <br /> <br />General; The proposed plat consists of approximately 85 acres to be developed with <br />municipal water and sanitary sewer and subdivided into 148 single family lots. <br /> <br />e <br /> <br />~ The property is currently zoned Industrial and a rezoning to R-1 Urban Residential <br />has been property applied for. <br /> <br />Lot Sizes and Dimensiorl~; DNR Protected Wetland #2-118 is located on the subject <br />property and is classified as a General Development Water. As such, all riparian tots must <br />be at least 15,000 square feet in area and ail non-riparian lots must meet the standard urban <br />minimum of I0,800 square feet. Minnesota rules requires that the minimum lot area be <br />calculated above the ordinary high water mark. It appears that the plat is in conformance <br />with these standards. <br /> <br />DNR has further recommended that some type of easement or covenant or deed restrictions <br />be implemented for the properties adjacent to the wetland areas to ensure property owners <br />are aware that the wetlands cannot be altered without appropriate permits. Staff suggests <br />that the Developer approach DNR for some recommended restrictions. <br /> <br />All lots meet the minimum lot width in the R-1 Urban Residential Dis~ct of 80 feet, or 90 <br />feet on coruer lots. <br /> <br />5 <br /> <br />Access to Pla[; The plat is proposed to have two accesses onto Industry Avenue N.W. <br />(County Road #116) and one access on Ramsey Blvd. N.W. (Couny Road #56), the <br />locations of which have been approved by the Anoka County Highway Department. <br /> <br />Transportation Impacts: On November 20, 1995, the Ramsey City Council approved the <br />establishment of a Transportation Impact Fee. If the fee is enacted by April 15, 1996, this <br />plat will be subject to same. <br /> <br />~ None of the lots wilt have direct access onto the county roads.
