We currently have no way of knowing if this <br />is the case in that we have not been informed of any other potential formula impacts. I have <br />enclosed for your review a letter from the City of Ramsey dated November 28,1995. I raise the <br />issue of cost sharing in this letter. I have never received a response to this letter. I asked ff it <br />would not be more fair to cost share based upon the size of the police department rather than <br />population. The teffect of this would be that those cities that were more active recruiters of police <br />officers would share in lawsuit costs representative of their activity. It is also probably the case <br />that larger police~departrnents reflect a greater revenue raising ability on the part of the city than that <br />of cities with the opposite situation. <br /> <br />I never received a response to my earlier correspondence regarding cost sharing. However, prior <br />to requesting Rarnsey City Council approval of your suggested resolution, it would indeed be <br />helpful to have a considered response from the MPRS or your f'urn. I also request a written <br />response as to the rationale for not cost sharing these expenses with the fi.ma re. sponsible for <br />assuring lawsuits like this one don't happen in the first place. <br /> <br />I look forward to your prompt reply. <br /> <br />Sincerely, <br /> <br />RRS/jmt <br /> <br /> <br />
