City of Ramsey

15153 NOV'Fl'HEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

PHONE (612) 427-1410 FAX (612) 427-5543
TDD (612) 427-8591

November 28, i995

Ms. Joyce Twistol
City of Blaine
9150 Central Avenue NE
Blaine, MN 55434-3499

Dear 3royce:

· On November 16, 1995, I was in attendance at the meeting of thc MPRS called to discuss
the Starks and Fields lawsuit. I understand that one of the actions supported by the group
in attendance was an increase in budget and consulting fees for 1996. While I was there, I
do not recall discussions of any fee increase. Given that, I would ask that this issue again
be aired for reconsideration.

Also at that meeting, a handout was provided within which the cost sharing for lawsuit
costs was distributed. In the case of Ramsey, we are to share to the extent of 1.56% of
tom/expenditures based upon our 1990 population of 12,408. I wonder ff in 1990, and
now, if our police department complement as a percent of the group would also represent
1.56% of the whole? I would think that right or wrong, this information should at least be
made available so we can adequately assess our damage choices. I also understand that the
MPKS Executive Director is in reality a consulting firm. tf this is indeed the case, that firm
must have liability coverage. Therefore, I would like to explore the possibility of that firm
also sharing in the cost of this lawsuit.

Finally, in order for the City of Ramsey to have a relationship with MPRS in the future,
our City Council will need to become comfortable that situations such as this lawsuit have
reduced potential for occurring in the future. As such, it would seem the organization
needs to review the management and oversight of the organization itself.

Joyce, I appreciate your consideration of the above as a member of the MPRS Executive
Committee. Should you have ~ny questions, please do not hesitate to contact me at 427-
1410.

Sincerely,

Ryan R.
