TRANSPORTATION IMPACT FEES <br />By: Steve Jankowski, City Engineer <br /> <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />! <br /> <br />I <br /> <br />Background: <br /> <br />As new developments occur within the City, an increase in traffic can be anticipated on <br />arterial an~ collector streets, some of~kich are currently at a less than deslrable level of <br />serv/ce. For example, T.H. ,g47 has been identified as one such area of concern, and our <br />recent MUSA expansion includes arm which is likely to contribute traffic to this arterial. <br /> <br />In the pash development agreements hav~ required specific improvement along major <br />roadways to be installed by thc developer. For cxamplc, the additional turn lanes required <br />by thc Stat~. on T.I4_. ~47 at <br />Lane for ~ccss into Willow Ridge will be financed by the Willow Ridge development. <br />However, ~e developer aptly pointed out that these improvements would also prov/de <br />benefit to the properties associated with the Sunny Ponds and Rarn~ey Meadows additions <br />which may also use this access point onto T..H. ~:47. <br /> <br />At a recent Council workshop, it was suggested than an impact fcc be contributed into a <br />fund which' would £mance improvements over and above those required for the indiv/dual <br />subdivision. The impact fee system could function s~milar to the existing sewer mad water <br />trunk funds. Staff is supportive of this concept. There would need to be some <br />consideration and direction by Council on the following issues: <br /> a) the amount of the impa~t fee <br /> b) the relative urfit charge to units other than single'family units <br /> c) thc vehicle for establishing such a charge Cpy ordinance or merely a <br /> declaration of polic7) <br /> <br />.
