TRANSPORTATION IMPACT FEES By: Steve Jankowski, City Engineer I I I I I I ! I Background: As new developments occur within the City, an increase in traffic can be anticipated on arterial an~ collector streets, some of~kich are currently at a less than deslrable level of serv/ce. For example, T.H. ,g47 has been identified as one such area of concern, and our recent MUSA expansion includes arm which is likely to contribute traffic to this arterial. In the pash development agreements hav~ required specific improvement along major roadways to be installed by thc developer. For cxamplc, the additional turn lanes required by thc Stat~. on T.I4_. ~47 at Lane for ~ccss into Willow Ridge will be financed by the Willow Ridge development. However, ~e developer aptly pointed out that these improvements would also prov/de benefit to the properties associated with the Sunny Ponds and Rarn~ey Meadows additions which may also use this access point onto T..H. ~:47. At a recent Council workshop, it was suggested than an impact fcc be contributed into a fund which' would £mance improvements over and above those required for the indiv/dual subdivision. The impact fee system could function s~milar to the existing sewer mad water trunk funds. Staff is supportive of this concept. There would need to be some consideration and direction by Council on the following issues: a) the amount of the impa~t fee b) the relative urfit charge to units other than single'family units c) thc vehicle for establishing such a charge Cpy ordinance or merely a declaration of polic7) . One of our interns is surveying other communities to ascertain their experience Mth the use of impact fees and we will have that report ready for your re,Aew this evening.
