I I I I I I I I I I I I I I I Case //9: Joint Ramsey/Anoka Council Meeting City Administrator Schroeder stated that for man.y years the two Cities of Anoka and Ramsey have been discussing the possible connecuon of McKinley Street at our mutual border in the industrial area. He noted documents that detail that Anoka is concerned about traffic congestion on Thurston Avenue, McKinley Street and at the T.FL #10 and the Vo- Tech frontage road at Thurston Avenue prior to any connection of McKinley Street between Ramsey and Anoka. The Anoka study has suggested that traffic congestion may well increase as a result of a McKinley Street connection to Ramsey as our industrial parks continue to develop. Mr. Schroeder continued that Anoka is also concerned about several other traffic issues within their community with contributors from oUtside of town - the Ferry Street Bridge and the Main]169 intersection. The Anoka Council and Staff persons are interested in meeting on Ramsey's transportation needs and the McKinley Street connection; however, they are concerned that ff reconstruction of downstream intersections is necessitated or moved to an earlier time frame, Anoka will be left with the bill. They are also concerned about the platting of our industrial property and proposed building standards as well. Anoka City Manager Mark Nagel was present and suggested some meeting dates for a joint Council/Staff meeting. A date will be selected for a joint Ramsey/Anoka Council meeting. Case #10: Amendment to Tax Exempt Note - Grosslein City Administrator Schroeder stated that in 1979, the City of Ramsey issued a tax-exempt revenue note for an expansion of Grosslein Beverages. The City was asked to allow for the extension of this note for an additional five-year term beyond the initial 1/1/95 expiration. Motion by Councilmember Beyer and seconded by Councilmember Beahen to adopt Resolution//95-05-I09 approving amendment to Tax-exempt Note (upon favorable Attorney review). Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson and Zimmerman. Voting No: None. Case #Iii Report from Road and Bridge Committee City Engineer Jankowski gave a status report on Sunwood Drive. He stated that the Road and Bridge~Committee met earlier and discussed Sunwood Drive and are recommending we accept the proposal from the Department of Natural Resources which is an alternative crossing treatment for the two wetlands involved which consist of filling in a causeway halfway across each of the wetlands and spanning the final 100 feet with a low-profile bridge, and to direct the consultants to proceed using the bridge concept. Mayor Hardin inquired ff them is any chance a change in the wetland would impact us. Mr. Jankowski replied that a change would be with the Wetland Conservation Act but there is not much change anticipated. City Council/May 23, 1995 Page 12 of 18
