Councitmember Zimmerman stated that the City has worked a couple of years to get the <br />DNR's blessing on this. The cost is higher, but he felt we should still go with this <br />proposal. <br /> <br />Mayor Hardin inquired about the cost. <br /> <br />'Mr. Yankowsld replied that with the addition of a bridge, he added about 30% to the cost. <br /> <br />Motion by Councilmember Zimmerman and seconded by Council_member Beahen to direct <br />the Engineering Consultants to provide final plans for Sunwood Drive between Wood <br />Pond Hills and Sunfish Lake Drive. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and <br />Beyer. VotingNo: CouncilmemberPeterson. <br /> <br />Mr. Jankowski explained that he was directed to proceed with implementing a <br />transportation impact fee. The proposed policy asks that each new development contribute <br />a certain amount at the time the plat is recorded. The Road and Bridge Committee <br />discussed whether or not it would be appropriate to establish a fee to be collected on the <br />building permit and the Committee voted to recommend that. tt was directed that the policy <br />be redrafted so that a specific charge would not be shown. It would be set from time to <br />time by Council as part of the rates and charges. It was also suggested this be reviewed by <br />the City Attorney. <br /> <br />Motion by Councilmember Beahen and seconded by Councilrnember Zimmerman to adopt <br />the Transportation Impact Fee policy contingent upon redrafting the language so that the <br />dollar amounts are left ou{ and placed in the rates and charges list instead and that the City <br />Attorney review City ordinances and prepare the necessary ordinance change. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman, Beyer <br />and Peterson. Voting No: None. <br /> <br />City Engineer Jankowsld stated that a $15 charge per acre for mapping has been established <br />in the City's Schedule of Rates, Fees and Charges which was adopted in November. This <br />could result in revenue of approximately $22,000. <br /> <br />Consensus of the Council was to place a request in the next budget to have topographical <br />mapping eventually prepared for the entire City. <br /> <br />Mr. Jankowsld stated that the Road and Bridge Committee received a status report on the <br />Trunk Highway #10 Corridor Study. He solicited comment from MnDOT, Metropolitan <br />Council and the Anoka County Highway Department. He was informed that MnDOT has a <br />moratorium on corridor studies but he (Jankowsld) emphasized the great importance of this <br />study to the City of Ramsey and that it is imperative that some action be initiated <br />immediately. Mr. Knutson of MnDOT agreed to reconsider and discuss internally <br />MnDOTs participation level. Mr. Jankowsld reported that he has heard nothing back from <br />the Met Council or the Anoka County Highway Department. He stated this could be <br />viewed as a largely technical exercise with minimal need of involvement from Council, the <br />Planning Commission, the Economic Development Commission and local citizens. He <br />added that transportation issues seldom are strictly technical. In order to achieve some <br />balance between technical and policy aspects, he felt it is necessary to have some interim <br />study reports. He suggested this should be considered a part of the Comprehensive Plan <br />and should receive a public, hearing prior to final adoption.
