The City Coun6il .finds that the <br />facilities within the municipality is directly related <br />to the density and intensity of development permitted and <br />allowed within the city. More development means greater <br />number of people and an increase demand for transpor- <br />tation facilitie's and specifically' collector/arterial <br />streets. <br /> <br />It is the policy of the Ci.t.y that new residential <br />buildings and non-residential buildings shall pay an <br />impact fee for . the . purpose' of creating revenue for <br />construction of new collector/.arterial street, s and the <br />improvement of the City's .existing collector/arterial <br />system. <br /> <br />SECTION 4.
