W~R~REAS, the City finds: ·. 1. That new residential and new non-residential buildings impact t. he city by creating a nee.~ for additional col-lector/arterial, streets and improvements to. said streets; That it .is necessary to establish additional revenue sources for the construction and improvement of the City's collector/arterial streets as a result of the impact of new non-residential buildings; and That an equitable method of obtaining revenue for the construction and improvement of collector/arterial streets is through additional building permit fees; and WtKEREAS, the City recognizes that .it is essential to the health, safety and welfare of the residents of the City and per~ons working in the City th. at its transportation systems safely and conveniently accommodate the traveling public; and W~EREAE, it is the purpose of this Resolution to establish a system to create a revenue source for the construction of new collector/a~terial streets and the improvement of the City's existing collector/arterial street system; and WHEREAS,. the city finds that the demand for 'transportation facilities within the.municipality is directly related to the density and intensi~'of development permitted and allowed within the City. More development means a greater number of people and an increased demand for transpoz-tation facilities and specifically collector/arterial streets; and WttEREAS, it is the policy of the city that new residential developments and non-residential buildings shall.pay an.impact fee for the purpose of creating revenue for the construction of new collector/a~terial streets' and the improvement of the City's existing collector/arterial street system; and WHEREAS, Section 8.01.03 of the city Code provides that building permit fees shall, be amongst other things, '. .as the Council may deem necessary".
