Motion carried. <br /> <br />NEW BUSINESS - 5 <br /> <br />5.1 ADMINISTRATOR'S REPORT <br /> <br />O'Connell reports there has been a lot of actio~t on the regulatory level <br />in 1995 and believes the Commission will continue to see a lot of <br />development in this area, including the bill which Representative <br />Steve Kelly is hoping to introduce which could allow franchise fees to <br />be taken by the state so that very little would be left for the cities. The <br />state would use the money for some-type of "universal services" fund. <br /> <br />O'Comnell also stated that on the federal level with the TELCOM <br />BILL all cable issues of municipal interest are resolved and look to be <br />protected by the STUPAK/BARTON AMENDMENT which <br />remained, and that agreement is needed by the broadcast industry <br />on how spectrum space for high definition programming will <br />allocated. <br /> <br />O'Connell asked the Commission to send him written goals and <br />objectives that they would like have put in effe'ct for the upcoming year <br />concerning QCCCC. O'Connell is developing an organizational plan <br />for QCCC and a buisness plan for QCTV The goals for QCTV will be <br />drafted by O'Connell and he will be taking input from the government, <br />sports and community producers, if the Directors would like to make <br />suggestions they may do so. <br /> <br />5.2 MACTA CONFERENCE & DUES <br /> <br />O'Cormell again wanted to encourage the Commission members to <br />attend the conference so that they can gain education and epress their <br />views to the A, ssociation's members. <br /> <br />Mark NageI stated that he would like to attend the conference.
