The basis for the proposed agreement was a general feeling that, under the Secretary of <br />State's rules, a good deal of local government staff time would be wasted in trying to keep track of <br />all of the costs that needed to be split up between the election jurisdictions. The approach taken in <br />the proposed administrative agreement, which we are authorized by the Rules to establish, was to <br />minimize the number of expenses that needed to be kept track of and split between the various <br />parties and to simplify the process for allocating costs when they were shared. <br /> <br />My belief is that, even though the county and municipalities will probably pay somewhat more in direct <br />costs under this proposed agreement than they would under the rules, the savings from not having <br />to track, document, and allocate their costs to the other jurisdictions will probably offset most of those <br />costs. The bottom line, it seems to me, is that the taxpayers in Anoka County would save from not <br />having to waste staff time trying to figure out which pocket to take the money out of. <br /> <br />Your response to the proposed administrative agreement has been positive and we are now prepared <br />to offer it to you for your formal acceptance. Enclosed are three copies for your signature. You <br />should keep one copy and forward the other two to Gary Poser, Election Supervisor, Anoka County <br />Courthouse, 325 E. Main Street, Anoka, MN 55303.
