ADMINISTRATIVE AGREEMENT BETWEEN ANOKA COUNTY AND THE MUNICIPALITIES~ <br /> <br />TOWNSHIPS~CHOOL DISTRICTS AND HOSPITAL DISTRICTS IN ANOKA COUNTY TO <br />ALLOCATE CQSTS FOR ELECTION EXPENSES PURSUANT TO ADMINISTRATIVE RULES <br /> <br />PROMULGATED UNDER LAWS OF 1995, CHAPTER 8~ SECTION 3. <br /> <br />1.0 Agreement <br /> <br />For all elections in the County of Anoka, State of Minnesota, except those conducted solely for <br />a single municipality or school district, the county and the political subdivisions within the county <br />who are signatories to this document voluntarily agree to the following alternative cost-sharing <br />arrangement which provides for the assumption of duties and/or sharing of costs in a manner <br />other than that provided in the Rules of the Secretary of State on Cost Allocation Procedures for <br />Election Expenses. <br /> <br />1.1 Applicability <br /> <br />This administrative agreement between the election officials of the above described jurisdictions <br />is applicable for any election at which offices or questions for the following categories are voted <br />on; <br /> <br />Category A: <br /> <br />Federal Offices <br />State Offices or Constitutional Amendments <br />Judicial Offices <br />County Offices or Ballot Questions <br />Soil and Water District Offices or Ballot Questions <br /> <br />Category B: <br /> <br />Municipal Offices or Ballot Questions <br /> <br />Category C: <br /> <br />School District Offices or Ballot Questions <br /> <br />Category D: <br /> <br />Hospital District Offices or Ballot Questions <br /> <br />1.2 Allocation of Costs for Precincts Using Paper Ballots <br /> <br />When paper ballots are used at an election, each jurisdiction providing ballots at the election is <br />responsible for the costs associated with printing the ballots and transporting them to the <br />appropriate location. <br /> <br />1.3 School District Elections Conducted on the Same Day as Other Elections <br /> <br />When a Category C office or question is included at an election which includes Category A and/or <br />B offices or questions, the school district placing those offices or questions on the ballot shall be <br />responsible, on a precinct-by-precinct basis, for paying 50% of the costs incurred by the <br />municipality and described in parts 2.3, 2.4 and 2.7. <br /> <br />Where precincts are split by one or more school district boundaries, the allocation of the school <br />district share of the costs must be distributed among the school districts with an office or question <br />at the election in proportion to the percentage of the total number of registered voters in the <br />precinct who reside in each school district as of 7:00 a.m. on the day of the election. <br /> <br /> <br />
