Page 2 <br /> <br />2.0 Allocation of Election Expenses <br /> <br />The following procedures must be followed in determining the allocation of election costs, except <br />when a municipal or school district election is not held in conjunction with any other election, the <br />affected municipality or school district is totally responsible for fulfilling all duties and paying all <br />costs associated with the conduct of that election. <br /> <br />2.1 Ballot Preparation <br /> <br />When optical scan voting equipment is used at an election or when a paper ballot is used utilizing <br />an optical scan ballot format as permitted by M.S. 206.90, Subd. 3, the county auditor shall <br />determine the number of column inches devoted to offices and questions in each of the <br />categories provided in part 1,1. The county auditor shall determine the proportion of the ballot <br />covered by each of these categories as a percentage of the total number of column inches <br />devoted to offices and questions on the ballot, If no Category A offices or questions are on the <br />ballot, it shall be the responsibility of the municipal clerk to determine the percentage, <br /> <br />The county auditor shall pay the percentage of the cost of the ballot used for Category A. The <br />municipal clerk shall pay the percentage of the cost of the ballot used for Category B. The school <br />district clerk shall pay the percentage of the cost of the ballot used for Category C. The hospital <br />district clerk shall pay the percentage of the cost of the ballot used for Category D. <br /> <br />The cost of the ballot includes the printing, paper and normal delivery costs necessary to provide <br />ballots in the manner required by the Minnesota election law. <br /> <br />The cost of programming, layout and proofing will be assumed by the county for all elections in <br />Anoka County, including separate school district and/or municipal elections, at which the <br />electronic voting machines are used. <br /> <br />2.2 Preparation and Testing of Optical Scan Voting Systems <br /> <br />The county shall assume all costs for programming and preliminary testing of ballots and ballot <br />programs for all elections in Anoka County at which the electronic voting machines are used. The <br />municipality shall assume all costs for the development of test decks, preliminary testing and <br />public accuracy tests for all elections which include a Category A and/or B office or question and <br />at which the optical scan voting machines are used. <br /> <br />2.3 Preparation of Polling Places <br /> <br />When a Category A and/or B office or question is included at'an election, the municipality shall <br />assume all costs required to set up and equip each polling place in the manner required by the <br />Minnesota election law, except in situations where there is a charge for rental of the polling place, <br />costs will be shared between the municipality and affected school district(s) pursuant to part 1.3. <br /> <br /> <br />
