I
!

Case

CONSIDER APPRAISAL FOR RIGHT-OF-WAY PURCHASE FOR
SAP 199-i01-09 (153RD/155TH AVENUE VARIOLITE TO ARMSTRONG)
By: Steven J. Jankowski, City Engineer

I
I
I

I
I

Background:,

The City has been working toward the goal of mating a crosstown east/west collector since the
early 1970's. The f'mal segment remaining in the completion of the 153rd/155th crosstown arterial
is represented l~y a 0.8 mile segment between I55th and Variolite Street, and 153rd and Armstrong
Boulevard. Work on realizing this segment has been in progress since the completion of the
section between C.S.A.H. #5 and Ramsey Boulevard in 1991. Final plans for the segment have
been prepared and were reviewed by the Road and Bridge Committee and have been submitted to
MnDOT for S~te Aid approval. The construction of the project is currently scheduled for 1997 on
our Capital Improvements Program.

Prior to construction, the City will need to acquire right-of-way from eight parcels involving seven
separate property owners. Sheets i7 and 18 of the plans, which are attached, illustrate the
property which needs to be obtained for the construction of the roadway. Appraisals for the
parcels have been completed. A summary of the appraised valuation is as follows:

Parcel Owner

Appraised Value

2 Jeff Schroedor $ 100~

I

I
I
I
!

3

4

5&6

7

8

Thomas Avel $ 3,700
Donald Volkman $ 19,081
D.A. However, the documents are available for review.

!
I

In 1994, Council set aside $80,000 from the annual interest earnings dedication toward park
improvements, from the Landfill Trust Fund. This money continues to be dedicated toward this
project and w~as intended to be used toward purchase of property beyond that required for the
roadway project. An additional $80,0130 is set aside within the 1996 Capital Improvements

I
