CASE <br /> <br />WATER/SEWER EXTENSION TO THE POLICE/MUNICIPAL BUILDING <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />With the impending construction of the new Police building, and the relatively close proximity of <br />municipal water and sewer service to the municipal building complex, it would be prudent to <br />consider the cost of extending these services to the municipal campus. The Building Inspector <br />estimates that it may cost up to $15,000 to install a septic system for the Police Department and <br />connect water to :the facility from the municipal building. In addition, the lack of sprinkler <br />capabilities would have cost impacts on the design of the building (i.e. more access points). The <br />purpose of this case is to identify the costs associated with the extension of municipal services to <br />the municipal complex. <br /> <br />I have evaluated two options for the extension of sewer and water to the municipal complex. First, <br />utilities could be Jextended from the proposed Brandseth subdivision which would extend both <br />utilities to the CiW's eastern property line. The second alternative would be to extend the utilities <br />from the eastern portion of the Haubrich Addition. Below is a summary of the estimated total <br />project costs for the extension of sewer and water utilities from each of these sources. <br /> <br />Utility_ Ex!ension Sewer W0ter Total <br /> <br />From Brandseth Addition <br /> <br />$41,500 $50,200 $ 91,700 <br /> <br />From Haubrich Addition $57,600 $63,200 $120,800 <br /> <br />The results of this comparison show a significant cost advantage for extending the utilities from the <br />Brandseth subdivision. Although, the physical distance to the Haubrich Addition is slightly closer, <br />the following factors are responsible for the lower cost alternative being the Brandseth expansion. <br /> <br />1) <br /> <br />The Haubrich Addition requires the C.S.A.H. #5 to be jacked for both the sewer and the <br />water. <br /> <br />2) <br /> <br />The per foot construction costs along 151st Avenue and C.S.A.H. #5 will be higher than <br />through Open field. <br /> <br />3) <br /> <br />To provide gravity services from the Haubrich Addition would require 200 feet of existing <br />sewer to be re-laid at a flatter grade. <br /> <br />.De. scription of Preferred Alternatives <br /> <br />The sewer and water utilities would be extended westward along the extension of proposed 152nd <br />Avenue in the Brandseth Addition. The watermain would be brought along the south side of the <br />municipal building. A pair of four-inch services would be stubbed out for the new Police building <br />and for connection to the municipal building well discharge. A fn'e hydrant would be placed at the <br />end of the line for fire protection and flushing. Sanitary sewer would be extended into the parking <br />lot with a manhole terminating in front of the east overhead doors of the fire station. It would be <br />necessary to redirect the existing sanitary sewer discharge to this point. This could be <br />accomplished by cutting and re-laying piping under the Fire Department garage floor. A budget of <br />$5,000 was anticipated for this work. Restoration costs associated with parking lot and turf <br />replacement, as well as 30 percent project overhead are included in the above costs. <br /> <br /> <br />
