Other Improvements

The above costs represent the costs to obtain water and sewer service for the municipal building.
However, in conjunction with this work, two other improvements should be considered. It will
eventually be necessary to loop the twelve-inch trunk main to the existing main on 151st Lane.
This would complete a major twelve-inch loop around the eastern and northern limits of our current
water service district and will provide a second backup feed to Ramsey Elementary School. The
cost of completing this loop is $63,200.

There is also a problem with standing water on the pavement in front at the eastern doors of the
Fire garage. While the pavement is being disturbed for the sanitary sewer installation, a catch
basin and storm drain outlet could be installed and discharged to the depression north of the Fire
Department building. The cost from this is estimated to be $7,000.

Council Action:

The $91,700 project is the minimum necessary to facilitate the Police Office Building with
municipal services. If Council chooses the additional options, the total project cost becomes an
estimated $161,900. It has been proposed that costs associated with these main extensions be
provided for out of the respective trunk revenues from other projects.

At the last Council meeting it was proposed that a three-acre parcel be severed from the existing
City Hall property to provide for an eight-lot subdivision and a parcel extension of these mains.
Such a project would provide for additional trunk revenues or avoided costs of $83,416.
Additional to this would be the land sales price of roughly $36,000. This would result in a total of
approximately $122,000 contributed to this project.

Council Action:

Option one: Motion to authorize an extension of municipal services from the Brandseth Addition at
an estimated project cost of $91,700 - If this option is selected, the additional utility extension is
relatively simple and similar to the Brandseth utility work. In this case, the City should request the
developers of Brandseth to include this sewer extension with their work and credit their mink
assessment.

or

Option two: Motion to authorize the sale of an approximate three-acre parcel pursuant to the above
and authorize utility construction including looping and storm drahaage at an estimated project cost
of $161,900 - If this option is selected, the utility extension becomes more complex. In this case,
staff would recommend obtaining proposals from several engineering f'mm for the cost of this
work.

Reviewed by:

Copies also distributed to:

City Engineer
City Administrator

Finance Officer
Parks/Utilities Supervisor

CC: 03/12/96

/jmt

I
I
I
I
I
I
I
I
I
I
I
i
I
I
I
I
I
I
I
