Box 250
Isanti, Mn 55040

Re: Landmark Community Bank

Dear Mr. Johnson:

We are in receipt of a Site Plan consisting of (1) sheet dated January 16, 1996, drawn by
Korsunsky Krmflc Erickson Architects, Inc. The plan proposes to construct a bank on the west
side of T.H. g47 at 142nd Avenue N.W. We are also in receipt of Building Elevations consisting
of one (1) sheet also prepared by Krosunsky Krank Erickson Architects, Inc. and dated January
16, 1996; a Preliminary Grading and Drainage Plan consisting of one (1) sheet prepared by
Putnam Consultants P.A., dated January 16, 1996; and a one (1) sheet Landscape Plan dated
January 15, 1996, prepared by Markell Laberee Design Group. We offer the following comments:

Property_ Histqry:: The subject site is the current location of Ramsey's Old Town Hall and the
former public works building. In preparation of the site plan, it became apparent that the current
north property line extends into what should be the right-of-way for 142nd Avenue N.W. It is
also anticipated that MnDOT will require additional right-of-way along T.t-I. g47. In negotiating
for redevelopment of this site, the City has agreed to replat the property to accomplish the
following: a) separate the Old Town Hal/onto its own lot of record; b) dedicate appropriate fight-
of-way to 142nd Avenue N.W.; c) Dedicate additional right-of-way to T.H. 4t47.

T~nk Highway g47 Righ?Of-Way: The site plan proposes dedicating an additional 12 feet of
right-of-way, bringing the total fight-of-way width to 45 feet west of T.H. ~g47 centerline. This is
consistent with the fight-of-way width dedicated immediately to the south. Combined with the 75
feet of right-of-way dedicated east of centerline, the trunk highway has a total right-of-way of 120
feet.. This wid~ is adequate to accommodate the long term road section requirements identified in
the current T.H. #47 Corridor Study. However, there would not be adequate right-of-way to
accommodate a pedestrian/bicycle u-ail adjacent to the highway. It is recommended that the site
plan be modified to add a trail along the southern boundary of the historic town hall property and
along the wetland. This trail should then run along the south side of 142nd Avenue to provide a
crossing opportunity at T. H. #47.

Zoning: The site is zoned B-1 Busines's ~or which a bank is a permitted use.

LtZLC,_0_Z.~ag~: The site is approximately 1 acre or 44,024 square feet in size. Lot coverage is
restricted to 35% or 15,408 square feet. The proposed size of the principal structure is 2,500
square feet, wkich is in compliance with City Code. A possible future expansion of 1,500 square
feet is noted on the site plan. The lot coverage restriction would not be exceeded by such an
expansion.

Utilities: The facility will be served by municipal utilities.

ql
