The <br />City is in the process of amending the structure setbacks from thoroughfares to 60 feet from <br />centcrline of road right-of-way plus the local applicable sctbaclc In this case, 60 feet plus a 35 foot <br />mar yard setback would apply to the T.I-L t~47 side of thc property. The front or west yard setback <br />would bc 35 feet and the south setback would be I0 feet and on the north, it would be 20 feet. It <br />appears that the proposed location of the structure meets all setback requirements. <br /> <br />~ No screening is required from the adjacent B-1 Business property to the south, nor the <br />Flint-wood Ouflots O and J to the west and north as the Planned Unit Development agreement <br />reserved those areas for commercial uses. <br /> <br />~ Section 9.11.09 of City Code requires a 20 foot wide landscaped area along all <br />public streets. It appears that in the process of dedicating additional fight-of-way to T.H. q~-47, thc <br />oppornmity to provide a 20 foot wide landscaped area is lost and the most that can be achieved is a <br />10 foot wide area. Given the importance of providing area necessary for possible future <br />improvements to T.H. g47, Staff supports a reduction of the landscape requirement along T.H. <br />g47. A minimum of a t5 foot wide landscaped area can be achieved along 142nd Avenue N.W. <br />prodded a portion of that requirement is fulfil/ed in the fight-of-way for 142nd. In order to get the <br />appropriate right-of-way width dedicated for 142nd, Staff supports a reduction in the landscape <br />width and use of right-of-way to fulfil/the landscaping requirement along 142nd. The remainder <br />of the landscape plan is acceptable. <br /> <br />Architectural Standards: City Code restricts structure heights to 35 feet and exterior wall f'mishes <br />must be of material that is 100% other than metal on the exposed walls. The site plan specifies a <br />one-story building that will not exceed 35 feet in height. The finish on the exterior walls is <br />proposed to match the finish on the Old Town Hall: face brick with an asphalt shingle roof and <br />wood fasc/a and trim. <br /> <br />~ City Code requires that ail solid waste and refuse receptacles shall be stored within <br />a completely screened structure or container. The site plan should be modified to identify the <br />location and construction materials for the waste storage area. <br /> <br />Off Street Parking - Desi~: In accordance w/th City Code, all driveways, off-street parking, and <br />maneuvering areas are proposed to be surfaced with bituminous and finished with B-612 concrete <br />curbing. Although Staff knows the intention is to treat all travelled portions of the site with <br />pavement and curbing, the site plan should be modified to specifically identify areas to be paved <br />and curbed. <br /> <br />Off Street Parking-Spaces Required: City Code requires 1 parking space for every 200 square <br />feet of office space. The bank is proposed at 2,500 square feet with a possible furore expansion to <br />4,000 square feet. Twenty parking (20) spaces would be required for a 4,000 square foot facility; <br />the site plan proposes to construct 25 parking spaces. In addition, the site plan reflects that 7 <br />parking spaces will be constructed on the south property line to accommodate the Old Town Hall <br />because of limited space left to the town hail sifte after creating a bank site large enough for <br />acceptable traffic flow on the property and preservation of mature trees. <br /> <br />The site plan should be modified to include an exterior lighting plan. <br /> <br /> I <br /> <br />I <br />I <br /> <br /> <br />
