Final Plat Review: Brandseth <br />March 10, 1996 <br />Page 2 of 3 <br />5. Transportation Trails: Installation of a bituminous trail parallel to 153rd <br />Avenue N.W. from T.H. #47 to C.S.A.H. #5 is required. The City will <br />apply a credit of $7.00 lineal foot of trail surface to the transportation impact <br />fee due. <br />6. Iran,sportation Impacts: On March 12, 1996, the Ramsey City Council <br />' ipproved the implementation of a Transportation Impact Fee at a rate of <br />$500.0 per lot: $250.00 per lot at the time the plat is released for recording <br />and the remaining $250.00 will be added to the building permit fees. The <br />developer's share of the transportation impact fee will be credited for Hwy. <br />#47 right -of -way and construction of transportation trails. <br />7. Drainage: As reviewed at the time of preliminary plat approval, the <br />Drainage Plan prepared by Ross Abel and dated January 19, 1996, <br />proposes that all roadways within the plat are drained overland to the <br />intersection of Germanium Street with 152nd Avenue and 152nd Lane. A <br />' storm sewer within Germanium conveys stormwater to a point <br />approximately 200 feet south of 153rd Avenue and then coveys the <br />stormwater eastward to a detention pond proposed to be constructed within <br />a natural low area south of 153rd Avenue located on the future commercial <br />outlot. A 12 inch outlet from this sedimentation pond is proposed to run <br />along the west right -of -way of T.H. #47 and discharge into the roadside <br />ditch south of 152nd Avenue. From there, the ditch would convey the flow <br />into DNR protected wetland #658. An outlet to the Rum River for this <br />wetland and wetland #657 which is on the east side of T.H. #47 is <br />proposed for construction during the summer of 1996. <br />The backyards of the lots west of Germanium are proposed to drain <br />northward overland toward the natural low point near the UPA substation. <br />Staff recommends that a storm pipe be extended eastward from Germanium <br />Street at a point south of the substation. This storm pipe will allow for the <br />drainage of City property to the west and will also intercept drainage from <br />six of the ten rear yards in this block. Rear yards from ten lots south of <br />152nd Avenue also follow the natural topography and drain onto the <br />' adjacent property to the south. All other rear yards drain to the interior of <br />the subdivision. The volume of rear yard drainage from the plat onto <br />adjacent parcels represents a reduction from the existing conditions due to a <br />I reduction in contributing drainage area. <br />The standard drainage and utility easements around the perimeter of the <br />residential lots hve been provided. <br />8. 'Utilities Municipal sewer and water will be extended to the site from the <br />intersection of 149th Lane and T.H. #47. Waeermain will be extended <br />I throughout the plat so that it can be extended to the City property to the west <br />and so that watermain can be looped to the east of the intersection of 153rd <br />Avenue N.W. and T.H. #47. A portion of the watermain will be oversized <br />I to twelve inches in conformance with the City's comprehensive water plan. <br />K <br />
