Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer. Voting No: <br />None. Absent: NOne. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case gl: Update on Personnel Projects <br /> <br />1) Administrative Services Manager Waite Smith reminded the Committee that at the last <br />meeting, they adopted the final policy for all employees who have commercial drivers licenses. <br />The question was raised by the City Attorney's office about if a test is positive and an employee <br />has to go for an evaluation, who pays for that. Ms. Walte Smith called an Employee Assistance <br />Program (EAP) and two of the City's three health care providers and they all agreed that this type <br />of evaluation is considered a third party referral and is not covered by health insurance or HMO <br />contracts. Therefore, the City or the employee would have to pay the costs, including the $250 for <br />the ~mnal consultation and a monthly fee for momtormg until u:eatment ~s completed. Treatment is <br />not provided by theper mn/organization doing the evaluation and is usually covered by health <br />insurance. The EAP representative suggested that paying' for the evaluation should be a <br />consequence the employee experiences for not complying with the policy. Ms. Walte Smith <br />recommended that .the City Council amend the policy to specify the employee would pay for that <br />referral. She added that every employee subject to the policy received a copy of it and that later she <br />met with the Publi~ Works staff so they could ask any questions they might have. <br /> <br />Motion by Councilmember Beahen and seconded by Mayor Hardin to reconmaend that City <br />Council amend the Federal Omnibus Transportation Employee Testing Act and Related Regulations <br /> <br />Personnel Committee/February <br /> Page 1 of 5 <br /> <br />13, 1996 <br /> <br /> <br />
