Implementation Policy to specify that evaluations necessitated by positive drug or alcohol test <br />results w/ll be paid for by the affected employee. <br /> <br />Motion carried. Voting Yes: Mayor Hardin and Councilmembers Beahen and Beyer. Voting No: <br />None. <br /> <br />2) Ms. Waite Smith reported that the City Council had authorized staff to begin the process to <br />52l the additional Public Works Maintenance Worker position included in the 1996 budget. This <br />position was listed internally, sent to Job Service and all TUG cities, plus advertised in the <br />Minneapolis Star Tribune and the Anoka Union and Shopper. The City received 90 applications. <br />She explained that she and Parks/Utilities Supervisor Boos reviewed and scored the applications to <br />develop a list for the first round of interviews. Public Works Supervisor Mevissen was invited to <br />participate in the interview panel but he declined. She is considering inviting another Public Works <br />employee to serve on the panel in Mr. Mevissen's place. The second round of interviews will also <br />include the City Engineer. She inquired as to how involved the Personnel Committee wishes to be <br />in this interviewing process. <br /> <br />Mayor Hardin stated he is comfortable with staff handling the process. <br /> <br />Councilmember Beyer commented that City Council has not gotten too involved in that process but <br />usually is more involved in the higher responsibility positions. <br /> <br />Ms. Waite Smith stated that it will be a pretty structured process. <br /> <br />Councilmember Beyer commented about the application of an internal candidate. <br /> <br />City Administrator Schroeder stated that had we known about this ahead of time, we would have <br />come to the Committee with a request for a lateral transfer. This person is in the top ten but it <br />would be easiest to grant the transfer and review the 30 for that position. <br /> <br />Ms. Waite Smith expressed a concern about the legalities of this. She wished she would have <br />known about this also as it is difficult to deny a transfer. If it is the desire of the Committee to <br />grant the transfer, it should be done immediately before the interviews. The alternative is to <br />interview and have this person compete. <br /> <br />Councitmember Beyer felt that this is a difficult situation. <br /> <br />Councilmember Beahen asked if staff felt that this person would be able to handle this position. <br /> <br />Parks/Utilities Supervisor Boos relayed that he is certain the Maintenance Worker could do a fine <br />job; however, the other candidates might be able to offer more. He suggested contacting the other <br />30 and let them know what's happening and see what their interest is. <br /> <br />Ms. Wake Smith felt the cleanest thing to do is to start over. She felt it's unfak to ail the people <br />who applied in good faith. This transfer request was the last one we received. <br /> <br />Mayor Hard/n suggested that we need to get some answers before we can proceed. Should the <br />process continue as originally planned or be modified?
