I
!
I
!
I

I
I
I
i
I
I
I
I
i
I
I
I
I

Ms. Waite Smith ~suggested that staff could be directed to continue contingent upon conversation
with the City Attorney and the League of Minnesota Cities. She inquired if transfers are usually
granted.

Councilmember Beyer stated she would not object to a transfer request.

Councilmember Peahen stated she would have no problem with it either, given they could do the
job.

Consensus of the Committee was that in this case, there would not be an automatic assumption of
the transfer - that person, along with the other nine, would compete on an equal basis.

3) Ms. WaiteiSmith stated that the performance appraisals are nearly complete and those that
are not have been Scheduled.

4) Ms. Waite Smith reported that the study of clerical positions is underway. All involved
have returned their job descriptions, interviews will be conducted, and she felt she would be able
to report back at the March 12 meeting.

5) Ms. Waite-Smith informed the Committee that the study of the Public Works department is
also underway. ~lhe met with the department to discuss the process for conducting the study of
Public Works and to complete the checklist of how the department operates on a day-to-day basis.
She advised she will be conducting individual interviews with each employee and supervisor,
using a structured questionnaire to solicit their ideas. She felt she would be ready to report on this
study in April.

6) Ms. Waite. Smith reported that she, along with Finance Officer Jessie Hart, met with
Berkley Administrators to determine what needs to be done to bring the City into compliance with
AWAIR (A Workglace Accident and Injury Reduction) legislation. The Safety Committee needs to
be reactivated plus~the Safety Manual has to be finalized. Following that, we need to start having
regular safety meetings in departments. Items needing to be addressed have been listed, and it is
intended that the Siffety Committee will be reactivated in March.

7) Ms. Waite~ Smith stated that a Fire Department information session was conducted in
January and was attended by five people. Four of those people expressed interest in being
interviewed and, of those four, three showed up for the interview on Saturday. The Fire Chief
will have a recommendation for filling two positions left by resignations. The by-laws are being
brought into line with how things are currently done.

It was discovered that several patrol officers and fire fighters hired during the past 12 months have
not received Hepatitis-B vaccinations. These employees have been advised of the City policy and
given the opportunity to receive the vaccine.

Ms. Waite Smith reported that the City is advertising for part-time summer Park Workers hoping to
fill our positions bofore all the likely candidates have made other summer plans.

Ms. Waite Smith stated that the fa'st employee newsletter, since last April, has been completed and
that working on the Ramsey Resident is a new experience.

Case #2: Park Commission Vacancy

City Administrator Schroeder reported that a joint meeting had been held with the Park and
Recreation Commission and discussion included the process by which a commissioner is
appointed. This generated a lot of discussion. There were questions about RYAA having a

Personnel Committee/February 13, 1996
