C4ARTER COMMISSION CITY OF RAMSEY ANOKA COUNTY STATE OF M//gNESOTA A special meeting of the Ramsey Charter Commission was held on Thursday, May 30, 1985 at the Ramsay Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Mambers Present: Mr. Dick Sieber, Chairperson (arrived 7:25 p.m.) Ms. Brenda Bauerkemper Mr. Tom Greenberg Mr. Curt Titterud Mr. John Lichter Mr. Gary Heitman Members Absent: Mr. Tom Gamec Mr. Roger Buchanan Vice Chairperson Bauerkemper called the special Charter meeting to order at 7:20 p.m. CHARTER BUSINESS Discussion Regarding Sections 3.05. 3.07 a~d 3.08 Of Charter: Commissioner Heitman proposed that the underlined portions of the following sections in Chapter 3 of the City Charter be deleted. Section 3.05 Procedures on Ordinances. Every proposed ordinance shall be presented in writing and read in full before adoption, 1~ reading is di _spensed with by unanimous co~sent of the ~ou/~cil. No ordinance shall contain more than one subject. Such subject shall be clearly expressed in its title. The enacting clause shall be "The City Of Ramsey Ordains". No ordinance, except an emergency ordinance, shall be adopted at the meeting at which it is introduced and at least three days shall elapse between its introduction and final adoption. Section 3.07. Signing and Publication of Ordinances. 5/ue final version of every ordinance shall be read in full prior to passage by council unless such reading is waived by a majority vote of the council, provid~ that a ¢O_~y of the ordinance i~ posted or otherwise made available to the public at least three working days prior to the meeting at which it is to be adopted .......
