April 2, 1996 <br /> <br />Comments on the Game Fair for 1996 <br /> <br />I have done some checking around concerning the posting of signs on city streets during <br />our Game Fair for this year. There isn't much in theState Statutes concerning parking as it <br />relates to our situation. The only thing I found would be under 169.041 and that requires <br />certain time periods pass before a vehicle can be towed (see attachment). Generally a <br />vehicle must be cited first and then four hours must pass before towing. The exceptions <br />are listed and the one applicable to us would be that a vehicle may be towed immediately <br />if the area has had temporary restriction signs posted at least 24 hours in advance. <br />Therefore if we plan to tag and tow the signs must be up 24 hours prior to the event. <br /> <br />As to city ordinances the following apply: <br /> <br />6.02.04 Public Property operation of vehicles upon public property-prohibits vehicle <br />operation unless on paved surface designed for vehicle traffic on on path or area <br />designated for use. <br /> <br />6.03.08 Subd. 1,0. <br />Prohibits parking on boulevards. <br /> <br />6.03.15 Other prohibited parking areas. Needs an amendment as follows: <br /> <br />Subd. 1--~Strike "...not exceeding 100 feet in length..." <br /> <br />or <br /> <br />create--Subd, i(a) The City Engineer is hereby authorized to determine and designate by <br />proper signs specific areas whereby on-street parking is prohibited for the duration of <br />events, public or private, which create unusually heaw movements of traffic and/or cause <br />hazardous conditions to exist. <br />Such signs shall be clearly visible and shall be placed in such locations as to be plainly <br />seen by any motorist entering a restricted parking area. <br /> <br />Proposed wording for the principal signs: <br /> <br /> NO PARKING ON CITY STREETS <br />AT ANY TIME WITHOUT RESIDENT <br />PARKING PERMIT. VIOLATORS <br />WILL BE TAGGED AND TOWED. <br /> <br />Authority- Ramsey City Code 603.15, l(a) <br /> <br /> <br />
