April 2, 1996 Comments on the Game Fair for 1996 I have done some checking around concerning the posting of signs on city streets during our Game Fair for this year. There isn't much in theState Statutes concerning parking as it relates to our situation. The only thing I found would be under 169.041 and that requires certain time periods pass before a vehicle can be towed (see attachment). Generally a vehicle must be cited first and then four hours must pass before towing. The exceptions are listed and the one applicable to us would be that a vehicle may be towed immediately if the area has had temporary restriction signs posted at least 24 hours in advance. Therefore if we plan to tag and tow the signs must be up 24 hours prior to the event. As to city ordinances the following apply: 6.02.04 Public Property operation of vehicles upon public property-prohibits vehicle operation unless on paved surface designed for vehicle traffic on on path or area designated for use. 6.03.08 Subd. 1,0. Prohibits parking on boulevards. 6.03.15 Other prohibited parking areas. Needs an amendment as follows: Subd. 1--~Strike "...not exceeding 100 feet in length..." or create--Subd, i(a) The City Engineer is hereby authorized to determine and designate by proper signs specific areas whereby on-street parking is prohibited for the duration of events, public or private, which create unusually heaw movements of traffic and/or cause hazardous conditions to exist. Such signs shall be clearly visible and shall be placed in such locations as to be plainly seen by any motorist entering a restricted parking area. Proposed wording for the principal signs: NO PARKING ON CITY STREETS AT ANY TIME WITHOUT RESIDENT PARKING PERMIT. VIOLATORS WILL BE TAGGED AND TOWED. Authority- Ramsey City Code 603.15, l(a)
