Subsequently, the City Administrator,
you, and I met on November 28, 1995, to discuss the details of the charges. As a result of that
meeting, we agreed to review the methods for determining the appropriate number of R.E.C. units
to be charged for the school and its expansion. I have asked Glyn Huff, our Building Official, to
review this determination with Metropolitan Council - Environmental Division officials. Secondly,
we agreed to review Andover's policy of charging half of the non-residential rate for school trunk
charges.

While the above actions are being pursued, there was an agreement that the school district would
make a partial payment of $330,000 toward the connection charge. Although we discussed
sending out another invoice for the partial payment of #330,000, our Finance Officer advised that it
would be better to indicated that the check was a partial payment on Invoice #2380.

Sincerely,

CITY OF RAMSEY _

Steven J.
