I
I

I

I
I
I
I

I
I
I
I
I
I

I

Mr. Sherman advised that the City requested the street be private. He noted that there will be no
parking on the street.

Commissioner D~mer inquired how wide the pavement will be, and Mr. Sherman replied that they
will meet the City's requirements.

City Engineer Jarflcowski stated that Staff will make sure the Fire Department views the plat for
their comments. He added that because of the density, there is more paved area than one would
find on a typical City street. He also noted that he didn't foresee a lot of cut-through traffic due to
the lay-out.

Commissioner Deemer inquired input from developer John Peterson, in the audience, as to the
width of the private street in Chestnut Hills.

Mr. Peterson replied that he recalled it approximately 24-28 feet wide.

Ms. Boland inquired whether the City of Ramsey has sufficient laws to govern rental property, and
she expressed concern that her property will depreciate.

Ms. Frolik replied.lthat these residents will be subject to the same laws as any other private owner.

Mr. Sherman assured everyone that he takes pride in how his property looks, as he is the one
paying for it. He ~tated that the amount of money he is investing in this project is more than on a
private home.

Commissioner Deemer inquired about the exterior of the units, and Mr. Sherman responded that
they are proposing aluminum siding.

Ms. Boland suggested that with the increase of rental property in the city, the City better be
prepared to increase police.

David Boland, 628.0 141st Lane N.W. - stated he doesn't like the idea of rental property being
across from his home, and added that he was told by his realtor that this was never going to
happen. If he had known the zoning, he never would have bought his property.

Ms. Frolik advised that this property has been zoned multi-family from the start---at least a couple
of years.

Mr. Boland asked What guarantee he has that Mr. Sherman will keep up the property.

Chairperson Bawden responded that there is no guarantee; there is no guarantee that any of Mr.
Boland's neighbors, will maintain their property to his standards. He told Mr. Boland that he has
the same right as Mr. Sherman has, and that is to build according to the zoning.

Mr. Boland stated .that rio matter what he says, the Planning Commission is going to allow Mr.
Sherman to build.

Chairperson Bawdcn reiterated that Mr. Sherman has the right to build.

Kay McCulley, 14431 Wolfram Street N.W. - inquired where the tot lot was proposed to be.

Ms. Frolik replied that it has not yet been indicated.

Planning Commission/March 4, 1996
