1997-2001 5 Year Highway Improvement Plan <br />April 29, 1996 <br />Page Two <br /> <br />In determining the content of this 5 Year Plan, the Anoka County Board has determined <br />that the primary goal of the Anoka County Highway Department is first to preserve the <br />ex/sting system against further deter/oration. The expanded expenditures for overlay <br />projects in 1996 as well as future years is evidence of that. The second priority is to <br />manage the system which exists in the most efficient msnner possible to the betterment <br />of the traveling public and the third area of emphasis is on expanding the Anoka County <br />Highway System in an effort to keep up with public demand and the expansion of road <br />usage in the Anoka County area. These criteria were utilized in developing this 5 Year <br />Plan. <br /> <br />Please note that the annual component for construction "Available for Construction <br />Budget" on Page 4 indicates, that the Anoka County Highway Department budget for <br />construction is approximately $5,000,000. In reviewing Pages 10 through 19, you will <br />note that the program as presented here is underftmded by an annual component of <br />between $105,427 and $3,030,815. The total level of underfunctlng over the 6 years is <br />approximately $6.6 million. Again this ass~mes stable local funds to augment State Aid. <br /> <br />While the plan is underfunded, it does complete several projects of county wide <br />importance such as: East River Road (CSAH 1); Lexington Avenue (CSAH 17) from <br />Lake Drive (CS.AH 23) to CSAH 18; 109th Avenue from University Avenue to 1-35W; <br />Seventh Avenue from Bunker Lake Boulevard (CSAH 116) to St. Francis; and an <br />interchange on Main Street. (CSAH 14) at 1-35W. <br /> <br />Other equally important projects go unfunded, however, they include: Main Street <br />(CSAH 14) in t. he Riverdale area (this is a Coon Rapids responsibility under terms of <br />previous agreements); Hanson Boulevard (CSAH 78) interchange with TH 10; Hanson <br />Boulevard (CSAH 78) BNRR grade separation; and Bunker Lake Boulevard (CSAH <br />116) from CR 56 to TH 47 and Quay Street to LexJ_ugton Avenue (CSAH 17). <br /> <br />Care should be taken by the reader to notice that while this plan accomplishes alot, <br />many needs are going un.met. This is best depicted by the above list and ihe list of' <br />needs shown on Pages 20, 21 and 22 of the Plan.
