CALCULATION OF THE
TRANSPORTATION IMPACT FEE AMOUNT

The concept of a transportation impact fee is that the revenue generated from th/s fee bear a close
relationship to the cost of the transportation impacts caused by the development. The purpose of
th.is report is to justify an equitable fee to be charged to new developments which will be adequate
to generate sufficient revenues to address the impacts caused by that development. I have
attempted to do this by first identifying the costs associated with the development, and secondly
identifying the amount of development associated with the impact. Once both of these quantities
are established, the resultant railo, or impact fee rate, is defined.

Determination of Development Costs

It is anilcipated that the following costs associated with elements of the City's mink transportation
system will be caused by future, development.

a)

The Ci _ty's collector street system south of 153rd/I75th Avenue. This'cost is derived from the
MSA needs reports which are utilized to determine the City's annual MSA allotment based on
system needs. It represents the estimate of the mm/cost including engineering and overhead,
but exclusive of right-of-way cost to construct non-existing collector streets and bring existing
streets up to desired standards. This amount represents only the City's MSA roads and does
not include improvements on county and state roadways in this developing area.

$6,960,000

b)

The costs of fight-of-way for non-ex~stent collector roadway south of 153/155. Currently 9.74
m/les of roadway right-of-way need to be acquired for non-ex/stent, planned collector roads
south of 153rd/155th Avenue. The right-of-way is valued at $t0,000 per acre.

I
I
!
I
I
I
I
I
I
I

c)

$ 945,000

The signalization of 14 intersections on city, state and counU roads. Ail of these intersections
are south of 153rd/155th Avenue with the exception of T.H. g-47 and I67th Avenue. Only the
City's share of the signaliTation cost has been included. City, County and State share in
signalization costs based upon the number of intersection legs. The cost of each signalization
was estimated to be $150,000.

$1,173,500

d)

The on-road trail system south of 153rd/155th Avenue. This is the cost of providing safe
pedestrian and bicycle travel along major arterial and collector roadways. A total of 28 miles of
on-road trail are identified on the City's most recent Park and Trail Plan. A total of 27 miles
need to be constructed at an estimated cost of $15 per foot.

$2,138,400

e)

The cost of T.H. g-47 improvements. While problems currently exist along T.H. g-47, a major
traffic corridor in the city, these problems will increase with traffic growth. Although the State
has the primary responsibility for the upgrading of T.H. g47, it is apparent that shrinking state
transportation dollars will require City participation if improvements are to keep pace with the
rapid traffic increases which are currently being experienced. The costs below represent 25%
of the following elements identified in the T.H. g47 Corridor Study draft. The remaining 75%

I
I
I
I
