DONATIONS OF PROPERTY [REAL OR PERSONAL] OR CASH DESIGNATED FOR <br /> A SPECIFIC PURPOSE TO THE CITY OF RAMSEY <br /> <br />Purpose: <br /> <br />The purpose of this policy is to provide written guidelines in conjunction with the process of <br />acceptance of donations of property [real or personal] or cash designated for a specific purpose. <br /> <br />Applicability: <br /> <br />This policy applies to all City employees, elected officials, or others that represent the City in <br />any capacity. It will be the responsibility of the Finance Committee to recommend acceptance or <br />denial of any donation [solicited or unsolicited] to the City Council. This policy is in no way <br />intended to circumvent the policies in place regarding budgetary process, but rather to facilitate <br />an individual or organizations desire to contribute to the City. <br /> <br />Policy: <br /> <br />Unsolicited Donations - Property. <br /> <br />Individuals or orgarfizations wishing to donate property [real and persona] to the City must <br />present their request to the Finance Committee. Each request will be reviewed and forwarded to <br />the City Council for acceptance or rejection within sixty (60) days of the original request to <br />donate. The Finance Committee will take into consideration the following when making a <br />recommendation to the City Council: <br /> <br />1) <br /> <br />The Finance Committee will determine if there is a need for the property. Consideration <br />will be given to the whether the City can use the property and if used property, whether <br />there is a remaining useful life. Input from affected departments will be considered when <br />applicable. <br /> <br />2) <br /> <br />The Finance Committee and affected departments will evaluate each proposed donation <br />and will take into consideration the cost of maintenance, additional insurance premiums, <br />real estate taxes if not kept for exempt purposes and any other cost that might be <br />associated which would allow the donated property to be used by the City. <br /> <br />If the Finance Committee recommends acceptance of the donated property [real or personal] the <br />following conditions must be met: <br /> <br />1) <br /> <br />The donor will provide the City and independent appraisal as to the value of the donated <br />property or documentation providing substantiation as to the value. <br /> <br />2) The donor will relinquish any rights to the property after it has been accepted by the City. <br /> <br /> <br />
