When the end of the useful life of donated property occurs, the City will have the authority to <br />dispose of the property in an acceptable manner. <br /> <br />In instances where the donor is offering to donate "new" property, the Finance Committee <br />reserves the right to request cash and make the purchase under City established policies including <br />budgetary processes. <br /> <br />Unsolicited Donations - Cash <br /> <br />At times, the City may receive cash donations that have been donated with designations attached <br />for projects or programs that are not consistent with the City's goals and objectives. The Finance <br />Committee will take into consideration the following when making a recommendation to the <br />City Council: <br /> <br />1) The City Administrator or Finance Officer will immediately inform the Finance <br /> Committee 0f the intended contribution. <br /> <br />2) <br /> <br />The Finance Committee will determine if the City wishes to accept the contribution with <br />its designation. The Finance Committee may accept a designated contribution for <br />programs or projects that are pending or in development stages that are consistent with <br />the City's goals and objectives. <br /> <br />3) <br /> <br />The Finance Committee does not have to accept the contribution if the designation does <br />not meet current goals and objectives. If the Finance Committee recommends refusal of <br />the contribution for a designated purpose, they may suggest to the donor other uses for <br />the funds that are currently in place or pending. <br /> <br />Solicited Donations 7 Property. ~eal and Personal] and Cash <br /> <br />On occasion the City and its representatives will directly solicit donations and contributions of <br />property and cash contributions for programs and projects that are currently in place. The <br />Finance Committee will take into consideration the following when making a recommendation to <br />the City Council: <br /> <br />1) <br /> <br />Solicitation must be approved by the Finance Committee and City Council prior to any <br />City representative initiating discussions with any individual or organization. Approval <br />will be based established need of the request for solicitation. <br /> <br />2) <br /> <br />It would be the desire that direct solicitations be for cash contributions that allow for the <br />City to purchase the solicited property under City established policies including <br />budgetary processes <br /> <br />3) <br /> <br />Requests for donations of property and/or cash shall in no way be used to circumvent the <br />budgetary process. A need must be established and appropriate processed followed. <br /> <br /> <br />
