I
I
I
I
I
I
I
I

CASE

REQUEST FOR PRELIMINARY PLAT APPROVAL OF RABBIT RUN;
CASE OF JON RAMBOSEK, S.L. DREAM HOMES
By: Zoning Administrator Sylvia Frolik

Background:

Jon Rambosek is requesting preliminary plat approval to subdivide 40 acres in the rural residential
district into 4 single family lots. The property is located west of the Rum River Plaza Shopping
Center on the south side of 167th Avenue N.W.

The following items are enclosed for your information:

a)
b)
c)

Site location map
Preliminary Plat and Resubdivision Plan
City Staff review letter dated April 24, 1996

Observations:

On March 25, 1996, the City of Ramsey received an application for a rural single family
subdivision from Jon Rambosek.

On April 2, 1996, the Planning Commission reviewed the sketch plan for the subdivision and
recommended proceeding to the preliminary plat stage.

On April 11, .1996, the Park and Recreation Commission met and recommended that park
dedication consist of a cash payment. Per their request, the resubdivision plan also includes an
access to the park to the south.

On May 7, 19[}6, the Planning Commission conducted a public hearing on the preliminary plat and
the adjacent property owner to the east (Bob Muller, owner of Rum River Plaza) expressed no
opposition to the proposed plat.

All of the lots meet the 2.5 acre minimum lot size and the 200 feet of frontage on a public road
requirements. The plat is also in conformance with the 4 in 40 density zoning.

Except for on.~ lot, all of the lots will have access to a cul-de-sac extending south off of 167th. The
fourth lot will'have direct access to 167th. The cul-de-sac does not exceed the 600 foot maximum
length restriction.

A resubdivision plan has been submitted that reflects that the proposed plat design and building pad
locations will not hinder resubdivision of the property if and when sewer and water becomes
available to the site.

A wetland delineation has been prepared and all wetlands will be dedicated as drainage and utility
easements on the f'mal plat.

Soil borings have been provided that show shallow depth to mottled soils. Mound type septic
systems are likely on these lots. However, adequate areas for replacement mounds appear to be
available.
