We are also in receipt
of a Grading & Drainage Plan and a Future Subdivision Plan also consisting of one
(t) sheet each prepared by Pioneer Engineering and dated April 15, 1996. We offer
the following comments:

1. Zoning and General: The property is zoned R-1 Rural Residential and
single family residential lots are a permitted use under this zoning. The
property is also subject to 4 in 40 density zoning and the 40 acre parcel is
restricted to four (4) lots. The proposed plat consists of 4 single family
rural residential lots.

2. Resubdivision Plan: In accordance with City Code, a resubdivision
plan has been submitted that verifies that the design of the rural plat and the
proposed building pads will not hinder furore resubdivision of the subject
property to urban standards

3. Lot Dimensions and Area: Ail lots meet the 2.5 acre minimum lot size
requirement. Each lot has the required 200 feet of frontage on a public road
or measures 200 feet wide at the building setback line on the cut-de-sac lots.

4. Streets and Access: Lots 1, 2 and 4 will be served by a cul-de-sac
extension off of 167th Avenue N.W. This cul-de-sac does not exceed the
600 foot maximum length restriction. Lot 4 is proposed to have direct
access onto 167th, which Staff and the Planning Commission found to be
acceptable at the sketch plan stage.

5. Soils: All of the lots must contain a minimum of 271225 square feet of
Class I soils to be deemed suitable for on-site septic systems. The soils on
the subject parcel include Nymore which is a Class I soil, but also include
Lino, Isanti, Kratka and much soils which are rated as having severe
limitations for on-site soil absorption fields. Soil borings have been
provided and Lots 2 and 3 wiI1 require mound type septic systems. It
would appear from viewing the contours that adequate area is availablle on
both of these lots for a future replacement system.

I
I
i
I
I
I
I
I
I
I
I
I
I
I
I
I
