Voting <br />No: None. <br /> <br />Case #4: Fire Department Wages/Officers for 1996 <br /> <br />City Administrator Schroeder stated that in this 1996 budget, Council authorized an <br />increase in Fire Department stipends and this case is asking for approval to implement that. <br />Prior to 1994, there had not been an increase in officer stipends. He presented some <br />numbers and added that he is asking for approval of the 1996 total stipend at $5,625, the <br />$9,772 is the projected for 1997, and he is not asking for approval of that at this time. He <br />listed the individual officer's stipends as requested. He reiterated that the increments were <br />approved for 1996 and 1997; however, he requested ratification. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend City <br />Council approval of the 1996 Fire Department incident call increment pay at $7.20 as <br />discussed on October 11, 1994. <br /> <br />Further discussion: Fire Chief Kapler explained that trainings and meetings will still be at <br />$5 per hour as will probationary fire fighters. Councilmember Beyer asked if the <br />Committee would consider increasing the trainings and meetings pay to $10. With $5 per <br />training/meeting, if it lasts 3 hours, they are getting paid less than $2 per hour. Ms. Hart <br />volunteered that staff had checked with other cities and a lot of them paid a flat fee of $5; <br />therefore, we recommended it stay the same. Mr. Schroeder added that the Fire <br />Department also recommended it. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to approve the 1996 <br />Fire Department Officer stipends. <br /> <br />Further discussion: Councilmember Beyer requested consideration of a higher increase for <br />1997. Mr. Schroeder noted there will be some pretty good "bumps" in 1997 and again in <br />1998. Councilmember Beyer commented on the amount of dedication the Fire Department <br />has and felt the pay was awfully low. Mr. Schroeder reported that in 1995, the average <br />was $3,315 and he is projecting that by 1998, that mid-point will increase to $3,600. He <br />felt the wages in 1996 and proposed for 1997 and 1998 are not inappropriate. Chief <br />Kapler stated that compensation is a part of it. Councilmember Beyer remembered <br />attending the banquet and noting the amazing camaraderie and dedication the Fire Fighters <br />had. She reiterated that the wages need to be higher. Councilmember Beahen stated she is <br />in favor of paying them what they are worth but added she has nothing to compare it to. <br />Chief Kapler commented that maybe in 1996 these wages could be reviewed. <br /> <br />Motion carried. Voting <br />No: None. <br /> <br />Motion by Mayor Hardin and seconded by Counci/member Beahen to recommend the <br />following 1996 Fire Department Officer assignments: Fire Chief - Dean Kapler;, Assistant <br />Fire Chief- Tom Hoxter; Captain #11 Steve Wilson; Captain #12 - Jim Sharp; <br />Lieutenant #1 - Dale McKusick; Lieutenant #2 - Bob Simpson; Training Officer - Chris <br />Weiss; and Secretary - Kelly Hicks. <br /> <br />Further discussion: Councilmember Beyer commented on the wonderful job done by the <br />Fire Department. <br /> <br />Motion carried.
