Consensus of the Personnel Committee is that this issue should again be placed on the <br />March Personnol Committee agenda with a recommended proposal for how to expend the <br />clerical budget in 1996. <br /> <br />Case #2: <br /> <br />Federal Omnibus Transportation Employee Testing Act and <br />Related Regulations Implementation Policy <br /> <br />Admirdstmtive Services Manager Waite Smith reported that the City Attorney had reviewed <br />the Federal Ofianibus Transportation Employee Testing Act and Related Regulations <br />Implementafio~Policy. The policy has also been redone so it applies more to the City of <br />Ramsey. She summarized her discussion with Mr. Goodrich pertaining to the policy and <br />the parts that dd not pertain to the City of Ramsey. <br /> <br />Discussion ensued relating to whether or not the cost of the testing and evaluation was <br />taken care of by instmmce. <br /> <br />Council directed that Ms. Waite Smith check into the cost and who would be responsible to <br />pay it. <br /> <br />Motion by Coug, cilmember Beahen and seconded by Mayor Hardin to adopt the Federal <br />Omnibus Transportation Employee Testing Act and Related Regulations Implementation <br />Policy. Such policy is considered effective January 1, 1996. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer. Voting <br />No: None. <br /> <br />Case #3: 1996 Staffing Improvements <br /> <br />City Administrator Schroeder noted the direction with regard to the clerical staffing. He <br />reported that the two interns started today. Staff is asking authorization to post and <br />advertise the position of the Public Works Maintenance Worker and added that there may <br />be a couple of internal candidates. <br /> <br />Councilmember Beyer inquired if we would want to hold off on this one for 60 days also. <br /> <br />Administrative Services Manager Waite Smith replied that this description was already on <br />the computer si> this is complete. She understood, with regard to the Adminis~-ative <br />Services position, that she was to review what is actually needed in that position and then <br />write a job des0ription. That will take more time. <br /> <br />Mr. Schroeder stated we are asking Council to authorize it; however, if the Personnel <br />Committee determines this position should also be delayed, he would be fine with that too. <br />He suggested that the worker should be on staff by April I. If we do get an internal <br />candidate, that would create another vacancy. <br /> <br />Upon inquiry, Mr. Schroeder responded that this position would be split between Parks <br />and Public Works with the split in supervisors also. The time spent would be about 60% <br />in parks and tho balance primarily in snow and ice removal. <br /> <br />Motion by Councilmembo: Beahen and seconded by Mayor Hardin to recommend City <br />Council approve the posting and advertising of the opening for a Public Works <br />Maintenance Worker. <br /> <br />Personnel Committee/January 9, 1996 <br /> Page 3 of 5 <br /> <br /> <br />
