He <br />added that he is not really sure what his favorite of the options listed are. He asked for <br />more time to see how it goes. <br /> <br />Councilmember Beyer understood that at the time Ms. Mayer was promoted to her present <br />position, she was just going to be filling in with the minutes until someone else could do it. <br />She inquired if Ms. Mayer's old position was filled. <br /> <br />Mr. Schroeder replied that it was not filled in the same way. At that time, we had 5.5 <br />people in the Finance Department - we now have 3.5. We had 4.5 in the Administrative <br />Services Department, now we are down to 4. <br /> <br />Councilmember Beyer commented on going around and asking for volunteers to do the <br />minutes when in the job descriptions it states "and everything else we deem you to do", <br />you could just have handled this administratively months ago. <br /> <br />Mr. Schroeder responded that what he' s afraid of happening is that it will open the door for <br />someone else to just ask to have duties taken away from their description. <br /> <br />Councilmember Beyer felt that would not happen. This is a first and she felt it should have <br />been handled administratively. The employee has the opportunity to take it to the next step. <br /> <br />Councilmember Beyer stated she likes the idea of half-t/me person in the budget to be a <br />floater and do minutes, etc. She suggested having the job description written up and the <br />advertising to begin. <br /> <br />Mr. Schroeder stated there is an additional $I1,000 for 1996 to spend three to four <br />different ways. He asked for time for Linda Waite Smith to evaluate that prior to the job <br />description being written. <br /> <br />Councitmember Beahen asked what time line Mr. Schroeder is contemplating for Ms. <br />Waite Smith to be ready to do this. <br /> <br />Administrative Services Manager Walte Smith stated that she is at present doing a backlog <br />of things and added that she is not even currently supervising Administrative Services until <br />she gets some of the backlog addressed. <br /> <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mayor Hardin felt it made sense to wait 60 to 90 days to review operations rather than to do <br />something now. <br /> <br />Councilmember Beyer reminded staff that this came to the Committee in November and we <br />have had three meetings to discuss it.
