She inquired if one individual can serve on two <br />commissions at the same time and, if so, she is uncomfortable with that. <br /> <br />Mr. Schroeder noted that Jay Swokowski was on the Park and Recreation Commission at the same <br />time he was serving on the Charter. He eventually resigned from the Park Commission and <br />continues to serve~on the Charter. Ms. Roff was asked about serving on both Commissions. She <br />felt it would be feasible as the Charter Commission meets quarterly. <br /> <br />Councilmember Beyer commented that the City Code does not address this issue by specifically <br />stating that one cannot serve on two commissions at the same time. <br /> <br />Councilmember Beahen questioned what the conflict would be. <br /> <br />Mr. Schroeder replied that it could happen that very few people are serving all the commissions. <br />The only other cofiflict he could see would be time. <br /> <br />Councilmember Zimmerman commented on it being nice to have a variety of differing opinions. <br /> <br />Councilmember Beyer could see where the Charter Commission could be discussing amending the <br />Charter to benefit the Economic Development Commission. That would be a conflict. <br /> <br />Staff was directed to study the possible conflicts that could arise by a person serving on more than <br />one City commission at a time. <br /> <br />Motion by Mayor Hardin and seconded by Councilrnember Beahen to appoint Ms. Judy Roff to <br />the Charter Commission for a term to expire on May 12, 1999. <br /> <br />Further discussion3: Terry Hendriksen stated there was a point in time when he applied for a seat <br />on the Park and Recreation Commission. 'They were into trail developing and he thought it <br />appropriate he sit i)n the Commission. He was not interviewed and was told that it was the policy <br />to not allow one person to sit on two commissions. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen and Peterson. Voting No: <br />Councilmembers Beyer and Zimmerman. <br /> <br />Case #27: Changes in Planning Commission Appointments <br /> <br />Administrative Services Manager Waite Smith recalled that the two vacancies on the Planning <br />Commission wer, advertised in the November/December issue of the Ramsey Resident. Six letters <br />of interest were r~ceived and the Commission interviewed all six applicants at its meeting on <br />February 6, 1996.: The Planning Commission recommends that Paul Holland be appointed to fill <br />the vacancy creat ~.ed by his earlier resignation, for a term to expire December 31, 1997. Due to <br />pending litigation regarding the other vacancy, the Commission declined to recommend filling it at <br />this time. The Oommission forwarded the five remaining applications to the City Council for <br />review and action. <br /> <br />Motion by Councilmember Peterson and seconded by Councflmember Zimmerman to appoint Paul <br />Holland to the Planning Commission for a term to expire December 31, 1997. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, Beahen and <br />Beyer.
