the Planning Commission support a reduction in the dimensional requirements for the landscaping
in order to achieve the most important fight-of-ways necessary for I42nd Avenue and T.H. #47.
There is no access requested offofT.H. ~47 - it will be offof 142nd Avenue. He touched on the
drainage and stated that he will be requesting that they move the trails and the drainage be
channeled through a sedimentation pond. He felt the developers would not have a problem with
that.

Mayor Hardin inquired if he had talked with the architects.

Mr. Jankowski replied this was all mentioned in the City Staff Review Letter and they have not
indicated a problem.

Councilmember Peterson remembered Council mentioning school busses coming to the site and he
didn't notice anything in the plan for their parking.

Mr. Jankowski responded that there was a suggestion at the Planning Commission level that one
parking space should be made deep enough to accommodate a bus. KKE felt this was an
extremely tight sight and they did not want to see busses parking there. It was suggested busses
could park on 142nd and the children could walk the trail.

Councilmember Peterson suggested the busses could let the children off at the building and then go
park somewhere else.

Mr. Jankowski felt that if parking busses on 142nd becomes a problem, we could address it then.

Councilmember Beyer suggested that would be a problem. She also had a problem with the
landscaping encroaching on the easement and stated that would require a variance.

Mr. Jankowski assured Councilmember Beyer that the landscaping shown would not be on the
right-of-way.

Councilmember Beyer argued that the case states it encroaches on the fight-of-way.

Mr. Jankowski showed hOw the fight-of-way from 142nd goes through the site and added that
they will dedicate another piece of property. It appears that the landscaping is outside of the fight-
of-way once that piece of property is dedicated.

Councilmember Zimmerman questioned if the holding pond is in the fight-of-way to which Mr.
Jankowski replied no.

Councilmcmber Zimmcrman mentioned that Art Raudio is interested in developing that area so he
did not know if that would work to have the busses park there.

Councilmember Beyer asked if that would prohibit the traffic in that area.

Mr. Jankowski offered that he should have checked the width of the pavement.

Councilmember Beyer continued that it's hard to see around the busses.

Mr. Jankowski suggested backing the busses down to the south.

Councilmember Beyer felt this plan had not been well thought out. What happens if there's a bus
or two of children plus other people with cars. Where will we stack the cars and busses. There's
only seven spaces for cars, etc.

City Council/February 27, 1996

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
