!
!

Mr. Jankowski re.qponded that he did not know how many bus loads of people this building could
accommodate. He did not foresee that kind of occupancy for the building.

City Administrator Schroeder stated that the architects have commented that the bus traffic would
be sporadic at bes~ and that having to show a place for the busses to park put an undue restriction
on the site plan. Once the City provides the end use of the old town hall, we could then address
the parking.

Jim Connolly, 16235 Kamacite Street NW, Ramsey, inquired of the seven parking spaces, how
many were handicapped to which Mr. Jankowski replied one. Mr. Connolly wondered if the
bank, with only siX parking spaces, would object to their lot being used for busses, etc. for trips to
the old school. H~ inquired if these would be the spaces used by the bank's employees.

Mr. Schroeder reSpOnded that staff has talked to the bank about the joint use of parking but there is
no agreement on me amount of use.

Mr. Connolly commented that the parking will be down to a minimum with no agreement and he
wondered where that leaves the citizens of Ramsey.

Mayor Hardin inquired how large the site is to which Mr. Schroeder replied one-half acre.

Mayor Hardin inquired ff there would be room for parking on that site to which Mr. Schroeder
responded, potentially, yes.

Mr. Connolly inquired who would have to pay to construct the parking spaces.

Mr. Schroeder stated that if the City wants it, the City would have to provide for it.

Mr. Connolly asked what the City is getting for the property to which Mr. Schroeder replied
$80,000. Mr. CO)~nolly then asked what the property was appraised at to which Mr. Schroeder
stated he was not certain.

Mr. Connolly stated that $83,000 is what the County Assessor has it appraised at. He asked why
the City didn't just put this property up for sale.

Mr. Schroeder responded that the City was given an appraisal and was approached by the bank
with the intent to Purchase the property. The property was not listed with a broker.

Mr. Connolly questioned why it was not listed to which Mr. Schroeder answered because we had
a market sale.. Mr. Connolly wondered if that was the best sale to which Mr. Schroeder stated that
we had the property appraised at $80,000 and we got $80,000 for it.

Art Raudio, 1404 South Broadway, Sauk Rapids, (Developer in Ramsey) stated there is a study
going on for Highway #47. He inquired what's the right-of-way.

Mr. Jankowski replied that it is currently 33 feet. It will be 45 feet from the centerline. It is 75 feet
on the east for 120feet.

Mr. Raudio questioned why he was requested to give 75 feet if this developer is required to give
45 feet.

Mr. Jankowski stated that the study is recommending that 120 feet is what's required for T.H.
#47.

City Council/February 27, 1996
