Absent: CouncilmemberBeahen. <br /> <br />Case #11: Approval of Appraisals for Welsh Property Acquisition <br /> <br />City.Engineer Jankowski reported that City Attorney Goodrich has initiated the necessary court <br />actions to acquire the drainage rights over the eastern 650 feet of the Stanley Welsh property. The <br />City may obtain access fights to the property provided it deposits with the court the value of the <br />taking as determined by an appraisal. The value has been determined at $1,125. <br /> <br />Motion by COuncflmember Peterson and seconded by Councilmember Zimmerrnan to adopt <br />Resolution g96-02-040 approving the appraisal amount of $1,125 and directing the City <br />Administrator to deposit this amount with the Anoka County Court. <br /> <br />Motion carried. Absent: CouncilmemberBeahen. <br /> <br />Case #12: RePort from Finance Committee <br /> <br />1) Authorize Purchase of One 3/4.Ton Pick.up with Snow Plow <br /> <br />Finance Officer Hart explained that the 1996 adopted General Fund Budget included $23,000 for <br />the purchase of a 3/4-ton 4 x 4 amck equipped with a snow plow. This is a replacement for Unit <br />#618. This would be used primarily for parks and utilities but is also the designated "snow <br />emergency" vehicle for the Police Department. She stated that the total bid for the truck, plow, <br />topper, license and registration comes to $23,658.37. That exceeds the budgeted amount bur staff <br />will attempt to trade the existing unit. She added that the overage can be absorbed within the <br />general operating budget. <br /> <br />Motion by Councilmember Zimmerman and' seconded by Councilmember Beyer. to adopt <br />Resolution g96-02-041 authorizing the purchase of one 3/4-ton 4 x 4 with snow plow and topper. <br /> <br />Motion carried. Absent: Councilmember Beahen. <br /> <br />2) Approval of 1996 Park Projects <br /> <br />Finance Officer Hart summarized the seven park projects that were included in the 1996 Capital <br />Improvements Program. They are as follows: Central Park improvements - $105,000, Titterud <br />Park parking Itt/light timer - $18,500, Flintwood Terrace playground - $32,000, 'Elementary <br />School hockey rink - $10,000, Emerald Pond Park phase II - $106,000 and the County Road #116 <br />Tra/1 - 1994 allocation. She noted that the hockey rink was previously authorized and is effectively <br />completed.
